To rescind the authority of the Secretary of Homeland Secu-
rity to waive Federal law to facilitate the construction
of border barriers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. LIMITATION OF SECRETARY OF HOMELAND SE-

CURITY’S WAIVER AUTHORITY.

(a) REAL ID ACT OF 2005.—Section 102 of the Ille-
5
gal Immigration Reform and Immigrant Responsibility
6
Act of 1996 (8 U.S.C. 1103 note) is amended by striking
7
subsection (c).

(b) OTHER WAIVER AUTHORITY.—Notwithstanding
9
any other provision of law, the Secretary of Homeland Se-
