AN ACT
To amend the Homeland Security Act of 2002 to establish
in the Department of Homeland Security a board to
coordinate and integrate departmental intelligence, activi-
ties, and policy related to counterterrorism, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Counterterrorism Advi-
2
sory Board Act of 2019’’.

SEC. 2. DEPARTMENT OF HOMELAND SECURITY COUNTER-
4
TERRORISM ADVISORY BOARD.

(a) IN GENERAL.—At the end of subtitle A of title
6
II of the Homeland Security Act of 2002 (6 U.S.C. 121
7
et seq.) insert the following new section:
8
‘‘SEC. 210H. DEPARTMENTAL COORDINATION ON COUNTER-
9
TERRORISM.
10
‘‘(a) ESTABLISHMENT.—There is in the Department
11
a board to be composed of senior representatives of de-
12
partmental operational components and headquarters ele-
13
ments. The purpose of the board shall be to coordinate
14
and integrate departmental intelligence, activities, and
15
policy related to the counterterrorism mission and func-
16
tions of the Department.

‘‘(b) CHARTER.—There shall be a charter to govern
18
the structure and mission of the board. Such charter shall
19
direct the board to focus on the current threat environ-
20
ment and the importance of aligning departmental
21
counterterrorism activities under the Secretary’s guidance.
22
The charter shall be reviewed and updated every 4 years,
23
as appropriate.

‘‘(c) MEMBERS.—

‘‘(1) CHAIR.—The Secretary shall appoint a

Coordinator for Counterterrorism within the Depart-
2
ment who will serve as the chair of the board.

‘‘(2) ADDITIONAL
MEMBERS.—The Secretary
4
shall appoint additional members of the board from
5
among the following:
6
‘‘(A) The Transportation Security Admin-
7
istration.
8
‘‘(B) United States Customs and Border
9
Protection.
10
‘‘(C) United States Immigration and Cus-
11
toms Enforcement.
12
‘‘(D) The Federal Emergency Management
13
Agency.
14
‘‘(E) The Coast Guard.
15
‘‘(F) United States Citizenship and Immi-
16
gration Services.
17
‘‘(G) The United States Secret Service.
18
‘‘(H) The Cybersecurity and Infrastructure
19
Security Agency.
20
‘‘(I) The Office of Operations Coordina-
21
tion.
22
‘‘(J) The Office of the General Counsel.
23
‘‘(K) The Office of Intelligence and Anal-
24
ysis.

‘‘(L) The Office of Policy.

‘‘(M) The Science and Technology Direc-
2
torate.

‘‘(N) Other Departmental offices and pro-
4
grams as determined appropriate by the Sec-
5
retary.

‘‘(d) MEETINGS.—The board shall meet on a regular
7
basis to discuss intelligence and coordinate ongoing threat
8
mitigation efforts and departmental activities, including
9
coordination with other Federal, State, local, tribal, terri-
10
torial, and private sector partners, and shall make rec-
11
ommendations to the Secretary.

‘‘(e) TERRORISM ALERTS.—The board shall advise
13
the Secretary on the issuance of terrorism alerts pursuant
14
to section 203 of this Act.
15
‘‘(f) PROHIBITION ON ADDITIONAL FUNDS.—No ad-
16
ditional funds are authorized to carry out this section.’’.
17
(b) CLERICAL AMENDMENT.—The table of contents
18
in section 1(b) of such Act is amended by inserting after
19
the item relating to section 210G the following new item:

‘‘Sec. 210H. Departmental coordination on counterterrorism.’’.
(c) REPORT.—Not later than 90 days after the date
21
of the enactment of this Act, the Secretary, acting through
22
the Coordinator for Counterterrorism, shall submit to the
23
Committee on Homeland Security of the House of Rep-
24
resentatives and the Committee on Homeland Security

and Governmental Affairs of the Senate a report on the

status and activities of the board established under section
2
210H of the Homeland Security Act of 2002, as added
3
by subsection (a).
