A BILL
To amend title 38, United States Code, to require the Sec-
retary of Veterans Affairs to deliver notice of the denial
of claims for benefits under the laws administered by
the Secretary by certified mail, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Veterans Right to Ex-
4
pediency Act’’.

SEC. 2. DELIVERY OF NOTICE OF DENIAL OF BENEFITS

UNDER LAWS ADMINISTERED BY THE SEC-
2
RETARY OF VETERANS AFFAIRS BY CER-
3
TIFIED MAIL.

Section 5104(b) of title 38, United States Code, is
5
amended by adding at the end the following new sub-
6
section:

‘‘(c) In any case where the Secretary denies a benefit
8
sought, the notice required by subsection (a) shall be deliv-
9
ered by certified mail.’’.
