A BILL
To amend the Consolidated and Further Continuing Appro-
priations Act, 2018, to enable the payment of certain
officers and employees of the United States whose em-
ployment is authorized under the Deferred Action for
Childhood Arrivals program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘American Dream Em-
4
ployment Act of 2019’’.

SEC. 2. CERTAIN FEDERAL EMPLOYEES WHO ARE BENE-

FICIARIES OF DACA AUTHORIZED TO BE

PAID.

Section 704 of title VII of division E of the Consoli-
4
dated Appropriations Act, 2018 (Public Law 115–141) is
5
amended—
6
(1) by striking ‘‘eligible; or’’ and inserting ‘‘eli-
7
gible;’’; and
8
(2) by striking the semicolon after ‘‘owes alle-
9
giance to the United States’’ and inserting the fol-
10
lowing: ‘‘; or (5) is a person who is employed by the
11
House of Representatives or the Senate, and has
12
been issued an employment authorization document
13
under the Deferred Action for Childhood Arrivals
14
Program of the Secretary of Homeland Security, es-
15
tablished pursuant to the memorandum from the
16
Secretary of Homeland Security entitled ‘Exercising
17
Prosecutorial Discretion with Respect to Individuals
18
Who Came to the United States as Children’, dated
19
June 15, 2012:’’.
