IN THE HOUSE OF REPRESENTATIVES JANUARY 16, 2019 Mr. LYNCH (for himself, Mr. MAST, Mrs. DAVIS of California, and Mr. HUN- TER) introduced the following bill; which was referred to the Committee on Financial Services A BILL To posthumously award the Congressional Gold Medal, col- lectively, to Glen Doherty, Tyrone Woods, J. Christopher Stevens, and Sean Smith, in recognition of their con- tributions to the Nation. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. Christopher Stevens, Sean 2 Smith, Glen Doherty, and Tyrone Woods. 3 (3) Glen Doherty and Tyrone Woods were 4 former Navy SEALs who served as security per- 5 sonnel in Libya. As the attack unfolded, they bravely 6 attempted to defend American property and protect 7 United States diplomatic personnel. In so doing, 8 they selflessly sacrificed their own lives. 9 (4) Glen Doherty was a Navy SEAL for 12 10 years and served in Iraq and Afghanistan. He at- 11 tained the rank of Petty Officer First Class and 12 earned the Navy and Marine Corps Commendation 13 Medal. After leaving the Navy, Glen Doherty worked 14 with the Department of State to protect American 15 diplomats. 16 (5) Tyrone Woods served for 20 years as a 17 Navy SEAL including tours in Iraq and Afghani- 18 stan. In Iraq he led multiple raids and reconnais- 19 sance missions and earned the Bronze Star. After 20 retiring from the Navy as a Senior Chief Petty Offi- 21 cer, Tyrone Woods worked with the Department of 22 State to protect American diplomats. 23 (6) J. Christopher Stevens served for 21 years 24 in the U.S. Foreign Service. Earlier in his life, he also 4 served as a Peace Corps volunteer teaching English 5 in Morocco. 6 (7) Sean Smith served for 6 years in the U.S. 7 Air Force. He attained the rank of Staff Sergeant 8 and was awarded the Air Force Commendation 9 Medal. After leaving the Air Force, Sean Smith 10 served for 10 years in the State Department on var- 11 ious assignments, which took him to places such as 12 Baghdad, Brussels, Pretoria, and The Hague. 13 (8) As their careers attest, all four men served 14 their country honorably. 15 SEC. 2. CONGRESSIONAL GOLD MEDAL. 16 (a) AWARD AUTHORIZED.—The Speaker of the 17 House of Representatives and the President pro tempore 18 of the Senate shall make appropriate arrangements for the 19 posthumous award, on behalf of the Congress, of a single 20 gold medal of appropriate design collectively in commemo- 21 ration of Glen Doherty, Tyrone Woods, J. Christopher 22 Stevens, and Sean Smith, in recognition of their contribu- 23 tions to the Nation. 24 VerDate Sep 11 2014 22:42 Jan 29, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H587.IH H587 kjohnson on DSK79L0C42 with BILLS 4 •HR 587 IH (b) DESIGN AND STRIKING.—For the purposes of the 1 award referred to in subsection (a), the Secretary of the 2 Treasury (hereafter in this Act referred to as the ‘‘Sec- 3 retary’’) shall strike the gold medal with suitable emblems, 4 devices, and inscriptions, to be determined by the Sec- 5 retary. 6 (c) CENTRAL INTELLIGENCE AGENCY MUSEUM.— 7 (1) IN GENERAL.—Following the award of the 8 gold medal under subsection (a), the gold medal 9 shall be given to the Central Intelligence Agency 10 Museum, where it will be displayed as appropriate 11 and made for research. 12 (2) SENSE OF CONGRESS.—It is the sense of 13 Congress that the Central Intelligence Agency Mu- 14 seum should make the gold medal received under 15 paragraph (1) available for display elsewhere, par- 16 ticularly at other appropriate locations associated 17 with Glen Doherty, Tyrone Woods, J. Christopher 18 Stevens, and Sean Smith. 19 SEC. 3.
