Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PERMANENT RESIDENT STATUS FOR 3 ALEMSEGHED MUSSIE TESFAMICAL. 4 (a) IN GENERAL.—Notwithstanding subsections (a) 5 and (b) of section 201 of the Immigration and Nationality 6 Act (8 U.S.C. 1151) and section 240 of such Act (8 7 U.S.C. 1229a), Alemseghed Mussie Tesfamical shall be el- 8 igible for the issuance of an immigrant visa or for adjust- 9 ment of status to that of an alien lawfully admitted for 10 permanent residence upon filing an application for 11 issuance of an immigrant visa under section 204 of such 12 VerDate Sep 11 2014 23:00 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S115.IS S115 kjohnson on DSK79L0C42 with BILLS 2 •S 115 IS Act (8 U.S.C. 1154) or for adjustment of status to lawful 1 permanent resident. 2 (b) ADJUSTMENT OF STATUS.—If Alemseghed 3 Mussie Tesfamical enters the United States before the fil- 4 ing deadline specified in subsection (c), Alemseghed 5 Mussie Tesfamical shall be considered to have entered into 6 and remained lawfully in the United States and, if other- 7 wise eligible, shall be eligible for adjustment of status 8 under section 245 of the Immigration and Nationality Act 9 (8 U.S.C. 1255) as of the date of the enactment of this 10 Act. 11 (c) DEADLINE FOR APPLICATION AND PAYMENT OF 12 FEES.—Subsections (a) and (b) shall apply only if the ap- 13 plication for issuance of an immigrant visa or for adjust- 14 ment of status is filed by Alemseghed Mussie Tesfamical 15 with appropriate fees not later than 2 years after the date 16 of the enactment of this Act. 17 (d) REDUCTION OF IMMIGRANT VISA NUMBER.— 18 Upon the granting of an immigrant visa or permanent res- 19 idence to Alemseghed Mussie Tesfamical, the Secretary of 20 State shall instruct the proper officer to reduce by 1, dur- 21 ing the current or next following fiscal year, the total num- 22 ber of immigrant visas that are made available to natives 23 of the country of Alemseghed Mussie Tesfamical’s birth 24 under section 203(a) of the Immigration and Nationality 25 VerDate Sep 11 2014 23:00 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S115.IS S115 kjohnson on DSK79L0C42 with BILLS 3 •S 115 IS Act (8 U.S.C. 1153(a)) or, if applicable, the total number 1 of immigrant visas that are made available to natives of 2 such country under section 202(e) of such Act (8 U.S.C. 3 1152(e)). 4 (e) BUDGETARY EFFECTS.—The budgetary effects of 5 this Act, for the purpose of complying with the Statutory 6 Pay-As-You-Go Act of 2010 (Public Law 111–139), shall 7 be determined by reference to the latest statement titled 8 ‘‘Budgetary Effects of PAYGO Legislation’’ for this Act, 9 submitted for printing in the Congressional Record by the 10 Chairman of the Committee on the Budget of the Senate, 11 provided that such statement has been submitted prior to 12 the vote on passage. 13 Æ VerDate Sep 11 2014 23:00 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\S115.IS S115 kjohnson on DSK79L0C42 with BILLS
