AN ACT
To amend the Homeland Security Act of 2002 to require
an annual report on the Office for State and Local
Law Enforcement.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Federal Information
4
Resource to Strengthen Ties with State and Local Law
5
Enforcement Act of 2017 2019’’ or the ‘‘FIRST State and
6
Local Law Enforcement Act’’.

SEC. 2. ANNUAL REPORT ON OFFICE FOR STATE AND

LOCAL LAW ENFORCEMENT.

Section 2006(b) of the Homeland Security Act of
3
2002 (6 U.S.C. 607(b)) is amended—
4
(1) by redesignating paragraph (5) as para-
5
graph (6); and
6
(2) by inserting after paragraph (4) the fol-
7
lowing new paragraph:
8
‘‘(5) ANNUAL
REPORT.—For each of fiscal
9
years 2020 through 2024, the Assistant Secretary
10
for State and Local Law Enforcement shall submit
11
to the Committee on Homeland Security and the
12
Committee on the Judiciary of the House of Rep-
13
resentatives and the Committee on Homeland Secu-
14
rity and Governmental Affairs and the Committee
15
on the Judiciary of the Senate a report on the activi-
16
ties of the Office for State and Local Law Enforce-
17
ment. Each such report shall include, for the fiscal
18
year covered by such report, a description of each of
19
the following:

‘‘(A) Efforts to coordinate and share infor-
21
mation regarding Department and component
22
agency programs with State, local, and Tribal
23
law enforcement agencies.
24
‘‘(B) Efforts to improve information shar-
25
ing through the Homeland Security Information

‘‘(C) The status of performance metrics
4
within the Office of for State and Local Law
5
Enforcement to evaluate the effectiveness of ef-
6
forts to carry out the activities specified in sub-
7
section (a).

‘‘(D) Any feedback from State, local, and
9
Tribal law enforcement agencies regarding the
10
Office of for State and Local Law Enforcement,
11
including the mechanisms utilized to collect
12
such feedback.
13
‘‘(E) Efforts to carry out all other respon-
14
sibilities of the Office of for State and Local
15
Law Enforcement.’’.
