SHORT TITLE. 3 This Act may be cited as the ‘‘Pipeline and LNG Fa- 4 cility Cybersecurity Preparedness Act’’. 5 SEC. 2. PHYSICAL SECURITY AND CYBERSECURITY FOR 6 PIPELINES AND LIQUEFIED NATURAL GAS 7 FACILITIES. 8 The Secretary of Energy, in carrying out the Depart- 9 ment of Energy’s functions pursuant to the Department 10 of Energy Organization Act (42 U.S.C. 7101 et seq.), and 11 in consultation with appropriate Federal agencies, rep- 12 resentatives of the energy sector, the States, and other 13 stakeholders, shall carry out a program— 14 (1) to establish policies and procedures to co- 15 ordinate Federal agencies, States, and the energy 16 sector, including through councils or other entities 17 engaged in sharing, analysis, or sector coordinating, 18 to ensure the security, resiliency, and survivability of 19 natural gas pipelines (including natural gas trans- 20 mission and distribution pipelines), hazardous liquid 21 pipelines, and liquefied natural gas facilities; 22 (2) to coordinate response and recovery by Fed- 23 eral agencies, States, and the energy sector, to phys- 24 VerDate Sep 11 2014 20:33 Nov 20, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H370.RH H370 4 •HR 370 RH ical incidents and cyber incidents impacting the en- 1 ergy sector; 2 (3) to develop, for voluntary use, advanced cy- 3 bersecurity applications and technologies for natural 4 gas pipelines (including natural gas transmission 5 and distribution pipelines), hazardous liquid pipe- 6 lines, and liquefied natural gas facilities; 7 (4) to perform pilot demonstration projects re- 8 lating to physical security and cybersecurity for nat- 9 ural gas pipelines (including natural gas trans- 10 mission and distribution pipelines), hazardous liquid 11 pipelines, and liquefied natural gas facilities with 12 representatives of the energy sector; 13 (5) to develop workforce development curricula 14 for the energy sector relating to physical security 15 and cybersecurity for natural gas pipelines (includ- 16 ing natural gas transmission and distribution pipe- 17 lines), hazardous liquid pipelines, and liquefied nat- 18 ural gas facilities; and 19 (6) to provide technical tools to help the energy 20 sector voluntarily evaluate, prioritize, and improve 21 physical security and cybersecurity capabilities of 22 natural gas pipelines (including natural gas trans- 23 mission and distribution pipelines), hazardous liquid 24 pipelines, and liquefied natural gas facilities. 25 VerDate Sep 11 2014 20:33 Nov 20, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H370.RH H370 5 •HR 370 RH SEC. 3.
