was read twice and referred to the Committee on Homeland Security and
Governmental Affairs
A BILL
To ensure a complete analysis of the potential impacts of
rules on small entities.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Hearing Small Busi-
4
nesses Act of 2019’’.
5
SEC. 2. EXPANSION OF COVERED AGENCIES UNDER THE
6
REGULATORY FLEXIBILITY ACT.
7
Section 609 of title 5, United States Code, is amend-
8
ed—

(1) in subsection (b), in the matter preceding

paragraph (1), by striking ‘‘an initial regulatory
2
flexibility analysis which a covered agency is re-
3
quired to conduct by this chapter’’ and inserting ‘‘a
4
proposed rule or interim final rule for which a cov-
5
ered agency is required to conduct an initial regu-
6
latory flexibility analysis by this chapter’’; and
7
(2) in subsection (d)—
8
(A) in paragraph (2), by striking ‘‘and’’ at
9
the end;
10
(B) in paragraph (3), by striking the pe-
11
riod at the end and inserting a semicolon; and
12
(C) by adding at the end the following:
13
‘‘(4) the United States Fish and Wildlife Serv-
14
ice; and
15
‘‘(5) the Internal Revenue Service.’’.
