AN ACT
To amend title 18, United States Code, to provide an addi-
tional tool to prevent certain frauds against veterans,
and for other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Preventing Crimes
2
Against Veterans Act of 2019’’.

SEC. 2. ADDITIONAL TOOL TO PREVENT CERTAIN FRAUDS
4
AGAINST VETERANS.

(a) IN GENERAL.—Chapter 63 of title 18, United
6
States Code, is amended by adding at the end the fol-
7
lowing:

‘‘§ 1352. Fraud regarding veterans’ benefits
9
‘‘(a) Whoever knowingly executes, or attempts to exe-
10
cute, any scheme or artifice to defraud an individual of
11
veterans’ benefits, or in connection with obtaining vet-
12
eran’s benefits for that individual, shall be fined under this
13
title, imprisoned not more than 5 years, or both.
14
‘‘(b) In this section—
15
‘‘(1) the term ‘veteran’ has the meaning given
16
that term in section 101 of title 38; and
17
‘‘(2) the term ‘veterans’ benefits’ means any
18
benefit provided by Federal law for a veteran or a
19
dependent or survivor of a veteran.’’.

(b) CLERICAL AMENDMENT.—The table of sections
21
at the beginning of chapter 63 of title 18, United States
22
Code, is amended by adding at the end the following new
23
item:

‘‘1352. Fraud regarding veterans’ benefits.’’.

SEC. 3. DETERMINATION OF BUDGETARY EFFECTS.

The budgetary effects of this Act, for the purpose of
2
complying with the Statutory Pay-As-You-Go Act of 2010,
3
shall be determined by reference to the latest statement
4
titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this
5
Act, submitted for printing in the Congressional Record
6
by the Chairman of the House Budget Committee, pro-
7
vided that such statement has been submitted prior to the
8
vote on passage.
