Services to modernize terms in certain regulations.

Mr. JEFFRIES (for himself and Mr. CHABOT) introduced the following bill;
which was referred to the Committee on Natural Resources, and in addi-
tion to the Committee on Agriculture, for a period to be subsequently de-
termined by the Speaker, in each case for consideration of such provisions
as fall within the jurisdiction of the committee concerned
A BILL
To direct the Secretary of Agriculture and the Administrator
of General Services to modernize terms in certain regulations.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘21st Century Respect
4
Act’’.
5
SEC. 2. AMENDMENTS TO REGULATIONS REQUIRED.

(a) SECRETARY OF AGRICULTURE.—The Secretary
7
of Agriculture shall amend section 1901.202(g) of title 7,

Code of Federal Regulations, to—

(1) strike ‘‘Negro or Black’’ and insert ‘‘Black

or African American’’;
2
(2) strike ‘‘Spanish Surname’’ and insert ‘‘His-

panic’’; and
4
(3) strike ‘‘Oriental’’ and insert ‘‘Asian Amer-
5
ican or Pacific Islander’’.

(b) ADMINISTRATOR OF GENERAL SERVICES.—The
7
Administrator of General Services shall amend section
8
906.2(k) of title 36, Code of Federal Regulations, to—
9
(1) strike ‘‘Negro’’, each place it appears, and
10
insert ‘‘Black or African American’’;
11
(2) strike paragraph (1) (the definition of
12
‘‘Negro’’) and insert the following: ‘‘(1) Black or Af-
13
rican American—is an individual having origins in
14
any of the Black racial groups of Africa’’;
15
(3) strike ‘‘Oriental’’, each place it appears, and
16
insert ‘‘Asian American or Pacific Islander’’;
17
(4) strike ‘‘Eskimo’’, each place it appears, and
18
insert ‘‘Alaska Native’’; and
19
(5) strike ‘‘Aleut’’, each place it appears, and
20
insert ‘‘Alaska Native’’.

SEC. 3. RULE OF CONSTRUCTION.

Nothing in this Act, or the amendments required by
23
this Act, shall be construed to affect Federal law, except
24
with respect to the use of terms by the Secretary of Agri-
