AN ACT
To amend the Homeland Security Act of 2002, to direct
the Assistant Secretary for State and Local Law En-
forcement to produce and disseminate an annual catalog
on Department of Homeland Security training, publica-
tions, programs, and services for State, local, and tribal
law enforcement agencies, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pathways to Improving
2
Homeland Security at the Local Level Act’’.
3
SEC. 2. ANNUAL CATALOG ON DEPARTMENT OF HOMELAND
4
SECURITY TRAINING, PUBLICATIONS, PRO-
5
GRAMS, AND SERVICES FOR STATE, LOCAL,
6
AND TRIBAL LAW ENFORCEMENT AGENCIES.

Section 2006(b)(4) of the Homeland Security Act of
8
2002 (6 U.S.C. 607(b)(4)) is amended—
9
(1) in subparagraph (E), by striking ‘‘and’’ at
10
the end;
11
(2) in subparagraph (F), by striking the period
12
and inserting ‘‘; and’’; and
13
(3) by adding at the end the following new sub-
14
paragraph:
15
‘‘(G) produce an annual catalog that sum-
16
marizes opportunities for training, publications,
17
programs, and services available to State, local,
18
and Tribal law enforcement agencies from the
19
Department and from each component and of-
20
fice within the Department and, not later than
21
30 days after the date of each such production,
22
disseminate the catalog at issue, including by—
23
‘‘(i) making such catalog available to
24
State, local, and Tribal law enforcement
25
agencies, including by posting such catalog

represent such agencies;

‘‘(ii) making such catalog available
4
through the Homeland Security Informa-
5
tion Network; and
6
‘‘(iii) submitting such catalog to the
7
Committee on Homeland Security and the
8
Committee on the Judiciary of the House
9
of Representatives and the Committee on
10
Homeland Security and Governmental Af-
11
fairs and the Committee on the Judiciary
12
of the Senate.’’.
