A BILL
To amend title 5, United States Code, to provide accrual
of annual and sick leave for Federal employees of an
agency subject to a lapse in appropriations, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Continuing Federal
4
Employee Leave Policy Act of 2019’’.

SEC. 2. LEAVE ACCRUAL FOR FEDERAL EMPLOYEES SUB-

JECT TO GOVERNMENT SHUTDOWN.

(a) ANNUAL LEAVE.—Section 6303 of title 5, United
3
States Code, is amended by adding at the end the fol-
4
lowing:

‘‘(g) During any period of a lapse in appropriations
6
with respect to an agency, an employee of that agency
7
who, as a result of such lapse, is furloughed or excepted
8
from furlough shall accrue leave during that period at the
9
rate prescribed by this section.’’.

(b) SICK LEAVE.—Section 6307 of title 5, United
11
States Code, is amended by adding at the end the fol-
12
lowing:

‘‘(e) During any period of a lapse in appropriations
14
with respect to an agency, an employee of that agency
15
who, as a result of such lapse, is furloughed or excepted
16
from furlough shall accrue leave during that period at the
17
rate prescribed by this section.’’.
18
(c) APPLICATION.—The amendments made by this
19
section shall apply to any lapse in appropriations begin-
20
ning on or after December 22, 2018.
