Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. GRANTS FOR THE HIRING AND TRAINING OF 1 SCHOOL RESOURCE OFFICERS. 2 (a) ESTABLISHMENT.—The Attorney General may 3 establish a five-year pilot program to make grants to local 4 educational agencies to enter into partnerships with local 5 law enforcement agencies for the hiring of school resource 6 officers to operate in and around elementary schools and 7 secondary schools. 8 (b) APPLICATION REQUIREMENT.—A grant may be 9 made under subsection (a) if a local educational agency 10 submits an application to the Attorney General at such 11 time, in such manner, and containing such information as 12 the Attorney General may require. The application shall 13 include a list of elementary schools or secondary schools 14 in the jurisdiction of the local educational agency— 15 (1) that seek to use a school resource officer; 16 (2) at which no school resource officer is de- 17 ployed at the time of the application; and 18 (3) to which a school resource officer is ex- 19 pected to be deployed using a grant. 20 (c) PREFERENTIAL CONSIDERATION OF CERTAIN 21 APPLICATIONS.—In making grants under subsection (a), 22 the Attorney general may give preferential consideration, 23 where feasible, to local educational agencies determined by 24 the Secretary of Education to have a student population 25 VerDate Sep 11 2014 22:30 Jan 24, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H443.IH H443 pbinns on DSK79D2C42PROD with BILLS 3 •HR 443 IH exceeding 65,000 in the jurisdiction of such local edu- 1 cational agency as of January 1, 2019. 2 (d) AMOUNT OF GRANT.—The amount of a grant 3 under this section may not exceed $10,000,000 for each 4 fiscal year. 5 (e) MATCHING FUNDS.—The Attorney General may 6 make a grant under subsection (a) only if the applicant 7 for the grant agrees to match, from funds provided from 8 State or local government sources, a cash amount equal 9 to 100 percent of the grant made available by the Attorney 10 General. 11 (f) DEFINITIONS.—In this Act: 12 (1) ELEMENTARY SCHOOL; SECONDARY 13 SCHOOL; LOCAL EDUCATIONAL AGENCY.—The terms 14 ‘‘elementary school’’, ‘‘secondary school’’, and ‘‘local 15 educational agency’’ have the meanings given those 16 terms in section 8101 of the Elementary and Sec- 17 ondary Education Act of 1965 (20 U.S.C. 7801). 18 (2) SCHOOL RESOURCE OFFICER.—The term 19 ‘‘school resource officer’’ has the meaning given the 20 term in section 1706 of the Omnibus Crime Control 21 and Safe Streets Act of 1968 (34 U.S.C. 10389). 22 (g) AUTHORIZATION OF APPROPRIATIONS.—There 23 are authorized to be appropriated $225,000,000 for the 24 first fiscal year beginning after the date of the enactment 25 VerDate Sep 11 2014 22:30 Jan 24, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H443.IH H443 pbinns on DSK79D2C42PROD with BILLS 4 •HR 443 IH of this Act, and each of the next four fiscal years there- 1 after. 2 Æ VerDate Sep 11 2014 22:30 Jan 24, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H443.IH H443 pbinns on DSK79D2C42PROD with BILLS
