Mr. LEE (for himself and Mr. ROMNEY) introduced the following bill; which
was read twice and referred to the Committee on Energy and Natural
Resources
A BILL
To limit the establishment or extension of national
monuments in the State of Utah.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protect Utah’s Rural
4
Economy Act’’.

SEC. 2. LIMITATION ON THE ESTABLISHMENT OR EXTEN-
6
SION OF NATIONAL MONUMENTS IN THE
7
STATE OF UTAH.

Section 320301 of title 54, United States Code, is

amended by adding at the end the following:

‘‘(e) LIMITATION ON THE ESTABLISHMENT OR EX-

TENSION OF NATIONAL MONUMENTS IN THE STATE OF

UTAH.—Notwithstanding any other provision of this sec-
3
tion, the President may not establish or extend a national
4
monument in the State of Utah (referred to in this sub-
5
section as the ‘State’) unless—
6
‘‘(1) the extension or establishment has been
7
authorized by an Act of Congress; and
8
‘‘(2) the President has received from the Gov-
9
ernor of the State notice that the State legislature
10
has enacted legislation approving the proposed es-
11
tablishment or extension.’’.
