Mr. RUBIO introduced the following bill; which was read twice and referred
to the Committee on Small Business and Entrepreneurship
A BILL
To amend the Small Business Act to ensure small businesses
affected by the onset of transmissible diseases are eligible
for disaster relief.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Small Business Relief
4
From Disease Induced Economic Hardship Act of 2019’’.
5
SEC. 2. DEFINITIONS.

(a) IN GENERAL.—Section 3(k)(2) of the Small Busi-
7
ness Act (15 U.S.C. 632(k)(2)) is amended—
8
(1) in subparagraph (B), by striking ‘‘and’’ at
9
the end;

(2) in subparagraph (C), striking the period

and inserting ‘‘; and’’; and
2
(3) by adding at the end the following:

‘‘(D) communicable diseases for which the Fed-
4
eral Government issues a travel alert or travel warn-
5
ing.’’.

(b) APPLICABILITY.—The amendments made by sub-
7
section (a) shall apply to a communicable disease—
8
(1) for which the Federal Government issues a
9
travel alert or travel warning before, on, or after the
10
date of enactment of this Act; and
11
(2) the effects of which are experienced on or
12
after the date of enactment of this Act.
