To permit the District of Columbia and each of the territories of the United
States to provide and furnish statues honoring their citizens for place-
ment in Statuary Hall in the same manner as statues honoring citizens
of the States are provided for placement in Statuary Hall.

A BILL
To permit the District of Columbia and each of the terri-
tories of the United States to provide and furnish statues
honoring their citizens for placement in Statuary Hall
in the same manner as statues honoring citizens of the
States are provided for placement in Statuary Hall.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. PLACEMENT OF STATUES OF CITIZENS OF DIS-
3
TRICT OF COLUMBIA AND TERRITORIES IN
4
STATUARY HALL.

(a) IN GENERAL.—Section 1814 of the Revised Stat-
6
utes of the United States (2 U.S.C. 2131) is amended by

adding at the end the following new sentence: ‘‘For pur-

poses of this section, the term ‘State’ includes American
2
Samoa, the District of Columbia, Guam, the Common-
3
wealth of the Northern Mariana Islands, the Common-
4
wealth of Puerto Rico, and the United States Virgin Is-
5
lands, and the term ‘citizen’ includes a national of the
6
United States, as defined in section 101(a)(22) of the Im-
7
migration and Nationality Act (8 U.S.C. 1101(a)(22)).’’.

(b) CONFORMING AMENDMENT RELATING TO PRO-
9
CEDURES FOR REPLACEMENT OF STATUES.—Section 311
10
of the Legislative Branch Appropriations Act, 2001 (2
11
U.S.C. 2132) is amended by adding at the end the fol-
12
lowing new subsection:

‘‘(f) For purposes of this section—
14
‘‘(1) the term ‘State’ includes American Samoa,
15
the District of Columbia, Guam, the Commonwealth
16
of the Northern Mariana Islands, the Common-
17
wealth of Puerto Rico, and the United States Virgin
18
Islands; and
19
‘‘(2) in the case of the District of Columbia, the
20
Council of the District of Columbia shall be treated
21
as the legislature and the Mayor of the District of
22
Columbia shall be treated as the Governor.’’.
