A BILL
To amend the Immigration and Nationality Act to increase
the penalties applicable to aliens who unlawfully reenter
the United States after being removed.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as ‘‘Kate’s Law’’ or as the
4
‘‘Establishing Mandatory Minimums for Illegal Reentry
5
Act of 2019’’.

SEC. 2. INCREASED PENALTIES FOR REENTRY OF RE-

MOVED ALIENS.

Section 276 of the Immigration and Nationality Act
3
(8 U.S.C. 1326) is amended—
4
(1) in subsection (a), in the matter following
5
paragraph (2) by striking ‘‘fined under title 18,
6
United States Code, or imprisoned not more than 2
7
years, or both’’ and inserting ‘‘imprisoned not less
8
than 5 years and not more than 6 years’’; and
9
(2) in subsection (b)—
10
(A) in paragraph (1), by striking ‘‘fined
11
under title 18, United States Code, imprisoned
12
not more than 10 years, or both’’ and inserting
13
‘‘imprisoned not less than 5 and not more than
14
10 years, and may, in addition, be fined under
15
title 18, United States Code’’;
16
(B) in paragraph (2), by striking ‘‘fined
17
under such title, imprisoned not more than 20
18
years, or both’’ and inserting ‘‘imprisoned not
19
less than 5 and not more than 20 years and
20
may, in addition, be fined under such title’’;
21
and
22
(C) in paragraph (4), by striking ‘‘fined
23
under title 18, United States Code, imprisoned
24
for not more than 10 years, or both’’ and in-
25
serting ‘‘imprisoned for not less than 5 and not
