in fiscal year 2019 expire and a new appropriations
Act has not been enacted.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Always Ready Act of
4
2019’’.

SEC. 2. CONTINUING APPROPRIATIONS FOR MEMBERS OF

THE COAST GUARD.

There are hereby appropriated for fiscal year 2019,
3
out of any money in the Treasury not otherwise appro-
4
priated, for any period during which interim or full-year
5
appropriations for the Coast Guard are not in effect—
6
(1) such sums as are necessary to provide pay
7
and allowances to members of the Coast Guard (as
8
described in section 1 of title 14, United States
9
Code), including the reserve component thereof, who
10
perform active service or inactive-duty training dur-
11
ing such period;
12
(2) such sums as are necessary to provide pay
13
and allowances to civilian employees of the Coast
14
Guard;
15
(3) such sums as are necessary to provide pay
16
and allowances to contractors of the Coast Guard;
17
(4) such sums as are necessary for—
18
(A) the payment of a death gratuity under
19
sections 1475 through 1477 and 1489 of title
20
10, United States Code, with respect to mem-
21
bers of the Coast Guard;
22
(B) the payment or reimbursement of au-
23
thorized funeral travel and travel related to the
24
dignified transfer of remains and unit memorial
25
services under section 481f of title 37, United

States Code, with respect to members of the

Coast Guard; and
2
(C) the temporary continuation of a basic
3
allowance of housing for dependents of mem-
4
bers of the Coast Guard dying on active duty,
5
as authorized by section 403(l) of title 37,
6
United States Code; and
7
(5) such sums as are necessary to provide for
8
Coast Guard retired pay, including such payments
9
as are described in the provision regarding Coast
10
Guard retired pay in title II of division F of the
11
Consolidated Appropriations Act, 2018 (Public Law
12
115–141; 132 Stat. 348).

SEC. 3. TERMINATION.
14
Appropriations and funds made available and author-
15
ity granted pursuant to this Act shall be available until
16
whichever of the following first occurs:
17
(1) The enactment into law of an appropriation
18
(including a continuing appropriation) for any pur-
19
pose for which amounts are made available in sec-
20
tion 2.
21
(2) The enactment into law of the applicable
22
regular or continuing appropriations resolution or
23
other Act without any appropriation for such pur-
24
pose.
