Mr. LAMALFA introduced the following bill; which was referred to the Com-
mittee on Natural Resources, and in addition to the Committee on Agri-
culture, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned
A BILL
To exempt certain wildfire mitigation activities from certain
environmental requirements, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Combustion Avoidance
4
along Rural Roads Act’’ or the ‘‘CARR Act’’.

SEC. 2. EXEMPTION OF CERTAIN WILDFIRE MITIGATION

ACTIVITIES FROM CERTAIN ENVIRONMENTAL

REQUIREMENTS.

(a) IN GENERAL.—Wildfire mitigation activities of
4
the Secretary of the Interior and the Secretary of Agri-
5
culture may be carried out without regard to the provi-
6
sions of law specified in subsection (b).

(b) PROVISIONS OF LAW SPECIFIED.—The provisions
8
of law specified in this section are all Federal, State, or
9
other laws, regulations, and legal requirements of, deriving
10
from, or related to the subject of, the following laws:
11
(1) Section 102(2)(C) of the National Environ-
12
mental Policy Act of 1969 (42 U.S.C. 4332(2)(C)).
13
(2) The Endangered Species Act of 1973 (16
14
U.S.C. 1531 et seq.).
15
(c) WILDFIRE MITIGATION ACTIVITY.—For purposes
16
of this section, the term ‘‘wildfire mitigation activity’’—
17
(1) is an activity conducted on Federal land
18
that is—
19
(A) under the administration of the Direc-
20
tor of the National Park System, the Director
21
of the Bureau of Land Management, or the
22
Chief of the Forest Service; and
23
(B) within 300 feet of any permanent or
24
temporary road, as measured from the center of
25
such road; and
