hire of pas- 7 senger motor vehicles; maintenance, repairs, and improve- 8 ments of, and purchase of commercial insurance policies 9 for, real properties leased or owned overseas, when nec- 10 essary for the performance of official business; executive 11 direction program activities; international affairs and eco- 12 nomic policy activities; domestic finance and tax policy ac- 13 tivities, including technical assistance to Puerto Rico; and 14 Treasury-wide management policies and programs activi- 15 ties, $208,751,000: Provided, That of the amount appro- 16 priated under this heading— 17 (1) not to exceed $700,000 is for official recep- 18 tion and representation expenses, of which necessary 19 amounts shall be available for expenses to support 20 activities of the Financial Action Task Force, and 21 not to exceed $350,000 shall be for other official re- 22 ception and representation expenses; and 3 (3) not to exceed $24,000,000 shall remain 4 available until September 30, 2020, for— 5 (A) the Treasury-wide Financial Statement 6 Audit and Internal Control Program; 7 (B) information technology modernization 8 requirements; 9 (C) the audit, oversight, and administra- 10 tion of the Gulf Coast Restoration Trust Fund; 11 (D) the development and implementation 12 of programs within the Office of Critical Infra- 13 structure Protection and Compliance Policy, in- 14 cluding entering into cooperative agreements; and (2) up to 6 $10,000,000 shall remain available until September 30, 7 2020: Provided further, That of the amount appropriated 8 under this heading, not less than $1,000,000 shall be used 9 to support and augment new and ongoing investigations 10 into the illicit trade of synthetic opioids, particularly 11 fentanyl and its analogues, originating from the People’s 12 Republic of China: Provided further, That not later than 13 180 days after the date of the enactment of this Act, the 14 Secretary of the Treasury, in coordination with the Ad- 15 ministrator of the Drug Enforcement Administration and 16 the heads of other Federal agencies, as appropriate, shall 17 submit a comprehensive report (which shall be submitted 18 in unclassified form, but may include a classified annex) 19 summarizing efforts by actors in the People’s Republic of 20 China to subvert United States laws and to supply illicit 21 synthetic opioids to persons in the United States, includ- 22 ing up-to-date estimates of the scale of illicit synthetic 23 opioids flows from the People’s Republic of China, to the 24 Committee on Appropriations, the Committee on Home- 25 VerDate Sep 11 2014 22:21 Jan 10, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H264.PCS H264 kjohnson on DSK79L0C42 with BILLS 5 HR 264 PCS land Security, and the Committee on Financial Services 1 of the House of Representatives and the Committee on 2 Appropriations, the Committee on Homeland Security and 3 Governmental Affairs, and the Committee on Banking, 4 Housing, and Urban Affairs of the Senate. 5 CYBERSECURITY ENHANCEMENT ACCOUNT 6 For salaries and expenses for enhanced cybersecurity 7 for systems operated by the Department of the Treasury, 8 $25,208,000, to remain available until September 30, 9 2021: Provided, That such funds shall supplement and not 10 supplant any other amounts made available to the Treas- 11 ury offices and bureaus for cybersecurity: Provided fur- 12 ther, That the Chief Information Officer of the individual 13 offices and bureaus shall submit a spend plan for each 14 investment to the Treasury Chief Information Officer for 15 approval: Provided further, That the submitted spend plan 16 shall be reviewed and approved by the Treasury Chief In- 17 formation Officer prior to the obligation of funds under 18 this heading: Provided further, That of the total amount 19 made available under this heading $1,000,000 shall be 20 available for administrative expenses for the Treasury 21 Chief Information Officer to provide oversight of the in- 22 vestments made under this heading: Provided further, 23 That such funds shall supplement and not supplant any 24 VerDate Sep 11 2014 22:21 Jan 10, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H264.PCS H264 kjohnson on DSK79L0C42 with BILLS 6 HR 264 PCS other amounts made available to the Treasury Chief Infor- 1 mation Officer. 2 DEPARTMENT-WIDE SYSTEMS AND CAPITAL 3 INVESTMENTS PROGRAMS 4 (INCLUDING TRANSFER OF FUNDS) 5 For development and acquisition of automatic data 6 processing equipment, software, and services and for re- 7 pairs and renovations to buildings owned by the Depart- 8 ment of the Treasury, $4,000,000, to remain available 9 until September 30, 2021: Provided, That these funds 10 shall be transferred to accounts and in amounts as nec- 11 essary to satisfy the requirements of the Department’s of- 12 fices, bureaus, and other organizations: Provided further, 13 That this transfer authority shall be in addition to any 14 other transfer authority provided in this Act: Provided fur- 15 ther, That none of the funds appropriated under this head- 16 ing shall be used to support or supplement ‘‘Internal Rev- 17 enue Service, Operations Support’’ or ‘‘Internal Revenue 18 Service, Business Systems Modernization’’. 19 OFFICE OF INSPECTOR GENERAL 20 SALARIES AND EXPENSES 21 For necessary expenses of the Office of Inspector 22 General in carrying out the provisions of the Inspector 23 General Act of 1978, $37,044,000, including hire of pas- 24 senger motor vehicles; of 3 which up to $2,800,000 to remain available until Sep- 4 tember 30, 2020, shall be for audits and investigations 5 conducted pursuant to section 1608 of the Resources and 6 Ecosystems Sustainability, Tourist Opportunities, and Re- 7 vived Economies of the Gulf Coast States Act of 2012 (33 8 U.S.C. 1321 note); and of which not to exceed $1,000 9 shall be available for official reception and representation 10 expenses. 11 TREASURY INSPECTOR GENERAL FOR TAX 12 ADMINISTRATION 13 SALARIES AND EXPENSES 14 For necessary expenses of the Treasury Inspector 15 General for Tax Administration in carrying out the In- 16 spector General Act of 1978, as amended, including pur- 17 chase and hire of passenger motor vehicles (31 U.S.C. 18 1343(b)); and services authorized by 5 U.S.C. 3109, at 19 such rates as may be determined by the Inspector General 20 for Tax Administration; $169,634,000, of which 21 $5,000,000 shall remain available until September 30, 22 2020; and of which not to exceed $1,500 shall be available 3 for official reception and representation expenses. 4 SPECIAL INSPECTOR GENERAL FOR THE TROUBLED 5 ASSET RELIEF PROGRAM 6 SALARIES AND EXPENSES 7 For necessary expenses of the Office of the Special 8 Inspector General in carrying out the provisions of the 9 Emergency Economic Stabilization Act of 2008 (Public 10 Law 110–343), $17,500,000. 11 FINANCIAL CRIMES ENFORCEMENT NETWORK 12 SALARIES AND EXPENSES 13 For necessary expenses of the Financial Crimes En- 14 forcement Network, including hire of passenger motor ve- 15 hicles; travel and training expenses of non-Federal and 16 foreign government personnel to attend meetings and 17 training concerned with domestic and foreign financial in- 18 telligence activities, law enforcement, and financial regula- 19 tion; of which not to ex- 4 ceed $4,210,000, to remain available until September 30, 5 2021, is for information systems modernization initiatives; 6 and of which $5,000 shall be available for official reception 7 and representation expenses. 8 In addition, $165,000, to be derived from the Oil 9 Spill Liability Trust Fund to reimburse administrative 10 and personnel expenses for financial management of the 11 Fund, as authorized by section 1012 of Public Law 101– 12 380. 13 ALCOHOL AND TOBACCO TAX AND TRADE BUREAU 14 SALARIES AND EXPENSES 15 For necessary expenses of carrying out section 1111 16 of the Homeland Security Act of 2002, including hire of 17 passenger motor vehicles, $111,439,000; of which not to 18 exceed $6,000 for official reception and representation ex- 19 penses; not to exceed $50,000 for cooperative research and 20 development programs for laboratory services; and provi- 21 sion of laboratory assistance to State and local agencies 22 with or without reimbursement: Provided, That of the 23 amount appropriated under this heading, $5,000,000 shall 24 be for the costs of accelerating the processing of formula 25 VerDate Sep 11 2014 22:21 Jan 10, 2019 Jkt 089200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H264.PCS H264 kjohnson on DSK79L0C42 with BILLS 10 HR 264 PCS and label applications: Provided further, That of the 1 amount appropriated under this heading, $5,000,000, to 2 remain available until September 30, 2020. 3 UNITED STATES MINT 4 UNITED STATES MINT PUBLIC ENTERPRISE FUND 5 Pursuant to section 5136 of title 31, United States 6 Code, the United States Mint is provided funding through 7 the United States Mint Public Enterprise Fund for costs 8 associated with the production of circulating coins, numis- 9 matic coins, and protective services, including both oper- 10 ating expenses and capital investments: Provided, That 11 the aggregate amount of new liabilities and obligations in- 12 curred during fiscal year 2019 under such section 5136 13 for circulating coinage and protective service capital in- 14 vestments of the United States Mint shall not exceed 15 $30,000,000. 16 COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS 17 FUND PROGRAM ACCOUNT 18 To carry out the Riegle Community Development and 19 Regulatory Improvements Act of 1994 (subtitle A of title 20 I of Public Law 103–325), including services authorized 21 by section 3109 of title 5, United States Code, but at rates 22 for individuals not to exceed the per diem rate equivalent 23 to the rate for EX–3, $250,000,000.
