AN ACT
To amend the Small Business Act to include best in class
designations in the annual report on small business goals
prepared by the Administrator of the Small Business
Administration, and for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Clarity on Small Busi-
2
ness Participation in Category Management Act of 2019’’.

SEC. 2. INCLUSION OF BEST IN CLASS DESIGNATIONS IN
4
ANNUAL
REPORT
ON
SMALL
BUSINESS
5
GOALS.
6
Section 15(h) of the Small Business Act (15 U.S.C.
7
644(h)) is amended by adding at the end the following
8
new paragraph:
9
‘‘(4) BEST IN CLASS SMALL BUSINESS PARTICI-
10
PATION REPORTING.—
11
‘‘(A) ADDENDUM.—The Administrator, in
12
addition to the requirements under paragraph
13
(2), shall include in the report required by such
14
paragraph, for each best in class designation—
15
‘‘(i) the total amount of spending
16
Governmentwide in such designation;
17
‘‘(ii) the number of small business
18
concerns awarded contracts and the dollar
19
amount of such contracts awarded within
20
each such designation to each of the fol-
21
lowing—
22
‘‘(I) qualified HUBZone small
23
business concerns;
24
‘‘(II) small business concerns
25
owned and controlled by women;

‘‘(III) small business concerns

owned and controlled by service-dis-
2
abled veterans; and
3
‘‘(IV) small business concerns
4
owned and controlled by socially and
5
economically disadvantaged individ-
6
uals.

‘‘(B) BEST IN CLASS DEFINED.—The term
8
‘best in class’ has the meaning given such term
9
by the Director of the Office of Management
10
and Budget.
11
‘‘(C) EFFECTIVE
DATE.—The Adminis-
12
trator shall report on the information described
13
by subparagraph (A) beginning on the date that
14
such information is available in the Federal
15
Procurement Data System, the System for
16
Award Management, or any successor to such
17
systems.’’.
