RADEWAGEN, Mr. SOTO, Mr. MCGOVERN, Mr. LOEBSACK, and Mr. HAS-
TINGS) introduced the following bill; which was referred to the Committee
on Oversight and Reform, and in addition to the Committee on Foreign
Affairs, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the jurisdic-
tion of the committee concerned

To provide for the issuance of the Peace Corps Semipostal
Stamp.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Peace Corps Stamp
4
Act’’.
5
SEC. 2. PEACE CORPS SEMIPOSTAL STAMP.

(a) IN GENERAL.—In order to afford a convenient
7
way for members of the public to contribute to funding

the Peace Corps’ Global Fund, the United States Postal

Service shall issue a semipostal (in this Act referred to
2
as the ‘‘Peace Corps Semipostal Stamp’’) in accordance
3
with this section.

(b) TERMS AND CONDITIONS.—
5
(1) IN GENERAL.—The issuance and sale of the
6
Peace Corps Semipostal Stamp shall be governed by
7
the provisions of section 416 of title 39, United
8
States Code, and regulations issued under such sec-
9
tion, subject to the requirements of this subsection.
10
(2) DURATION.—The Peace Corps Semipostal
11
Stamp shall be made available to the public for a pe-
12
riod of 10 years, beginning no later than 12 months
13
after the date of the enactment of this Act.
14
(3) COST.—The Peace Corps Semipostal Stamp
15
shall be offered at a cost equal to the cost of mailing
16
a letter weighing 1 ounce or less at the nonautoma-
17
tion single-piece first-ounce letter rate, in effect at
18
the time of purchase, plus a differential of not less
19
than 25 percent.

(4) DISPOSITION OF PROCEEDS.—All amounts
21
becoming available from the sale of the Peace Corps
22
Semipostal Stamp (as determined under section
23
416(d) of such title) shall be transferred to the

Peace Corps’ Global Fund through payments which

shall be made at least twice a year.
2
(5) PROCEEDS NOT TO BE OFFSET.—In accord-
3
ance with section 416(d)(4) of such title, amounts
4
becoming available from the sale of the Peace Corps
5
Semipostal Stamp shall not be taken into account in
6
any decision relating to the level of appropriations or
7
other Federal funding to be furnished in any year to
8
the Peace Corps.

(c) DEFINITION.—For purposes of this Act, the term
10
‘‘semipostal’’ refers to a postage stamp described in sec-
11
tion 416(a)(1) of title 39, United States Code.
