Mr. BENNET (for himself and Mr. GARDNER) introduced the following bill;
which was read twice and referred to the Committee on Energy and Nat-
ural Resources
A BILL
To adjust the boundary of the Arapaho National Forest,
Colorado, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Arapaho National For-
4
est Boundary Adjustment Act of 2019’’.

SEC. 2. ARAPAHO NATIONAL FOREST BOUNDARY ADJUST-

MENT.

(a) IN GENERAL.—

(1) BOUNDARY
ADJUSTMENT.—The boundary

of the Arapaho National Forest in the State of Colo-

rado is adjusted to incorporate the approximately

92.95 acres of land generally depicted as ‘‘The
2
Wedge’’ on the map entitled ‘‘Arapaho National
3
Forest Boundary Adjustment’’ and dated November
4
6, 2013, and described as lots 3, 4, 8, and 9 of sec.
5
13, T. 4 N., R. 76 W., Sixth Principal Meridian,
6
Colorado.

(2) LIMITATION.—A lot described in paragraph
8
(1) may be included in the boundary adjustment
9
only after the Secretary of Agriculture obtains writ-
10
ten permission for the inclusion from each owner of
11
the lot.

(b) BOWEN GULCH PROTECTION AREA.—The Sec-
13
retary of Agriculture shall include all Federal land within
14
the boundary described in subsection (a) in the Bowen
15
Gulch Protection Area established under section 6 of the
16
Colorado Wilderness Act of 1993 (16 U.S.C. 539j).

(c) LAND AND WATER CONSERVATION FUND.—For
18
purposes of section 200306(a)(2)(B)(i) of title 54, United
19
States Code, the boundaries of the Arapaho National For-
20
est, as modified under subsection (a), shall be considered
21
to be the boundaries of the Arapaho National Forest as
22
in existence on January 1, 1965.

(d) PUBLIC MOTORIZED USE.—Nothing in this Act

opens privately owned land within the boundary described
2
in subsection (a) to public motorized use.
3
(e) ACCESS
TO NON-FEDERAL LAND.—Notwith-
4
standing the provisions of section 6(f) of the Colorado Wil-
5
derness Act of 1993 (16 U.S.C. 539j(f)) regarding motor-
6
ized travel, the owners of any non-Federal land within the
7
boundary described in subsection (a) who historically have
8
accessed their land through land owned by the United
9
States on or after the date of enactment of this Act within
10
the boundary described in subsection (a) shall have the
11
continued right of motorized access to their land across
12
the existing roadway.
