Fowler and Boskoff Peaks Designation Act

IN THE SENATE OF THE UNITED STATES JANUARY 8, 2019 Mr. BENNET (for himself and Mr. GARDNER) introduced the following bill; which was read twice and referred to the Committee on Energy and Nat- ural Resources A BILL To designate certain mountain peaks in the State of Colorado as ‘‘Fowler Peak’’ and ‘‘Boskoff Peak’’. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Fowler and Boskoff 4 Peaks Designation Act’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 (1) Charlie Fowler was— 8 VerDate Sep 11 2014 21:43 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S58.IS S58 kjohnson on DSK79L0C42 with BILLS 2 •S 58 IS (A) one of the most experienced mountain 1 climbers in North America, having successfully 2 climbed many of the highest peaks in the world; 3 (B) an author, guide, filmmaker, photog- 4 rapher, and wilderness advocate; 5 (C) the recipient of the 2004 Robert and 6 Miriam Underhill Award from the American Al- 7 pine Club, an award that— 8 (i) honors outstanding mountaineering 9 achievement; and 10 (ii) is awarded annually to climbers 11 who have ‘‘demonstrated the highest level 12 of skill in mountaineering and who, 13 through the application of this skill, cour- 14 age, and perseverance, have achieved out- 15 standing success in the various fields of 16 mountaineering’’; and 17 (D) a summiter of several 8,000-meter 18 peaks, specifically— 19 (i) Everest; 20 (ii) Cho Oyu; and 21 (iii) Shishapangma; 22 (2) Christine Boskoff— 23 (A) was one of the leading female alpinists 24 in the United States, having climbed 6 of the 25 VerDate Sep 11 2014 21:43 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S58.IS S58 kjohnson on DSK79L0C42 with BILLS 3 •S 58 IS 14 mountain peaks in the world that are higher 1 than 8,000 meters, specifically— 2 (i) Everest; 3 (ii) Cho Oyu; 4 (iii) Gasherbrum II; 5 (iv) Lhotse; 6 (v) Shishapangma; and 7 (vi) Broad Peak; 8 (B) gave countless hours to nonprofit orga- 9 nizations that supported— 10 (i) the rights of porters and Sherpas; 11 (ii) the education of women; and 12 (iii) global literacy and gender equal- 13 ity; and 14 (C) was recognized by the education com- 15 munities in the United States and Nepal as a 16 role model for students; 17 (3) Charlie Fowler and Christine Boskoff were 18 long-time residents of San Miguel County, Colorado, 19 and champions for the pristine backcountry of Colo- 20 rado; 21 (4) Charlie Fowler and Christine Boskoff died 22 in an avalanche in November 2006 while attempting 23 to summit Genyen Peak in Tibet; 24 VerDate Sep 11 2014 21:43 Jan 15, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S58.IS S58 kjohnson on DSK79L0C42 with BILLS 4 •S 58 IS (5) 2 unnamed 13,000-foot peaks located west 1 of Wilson Peak on the boundary of San Miguel and 2 Dolores Counties, Colorado, offer spectacular rec- 3 reational climbing and hiking opportunities; and 4 (6) the local community in the vicinity of the 5 peaks described in paragraph (5) and fellow climbers 6 propose to honor and commemorate Charlie Fowler 7 and Christine Boskoff by naming the peaks after 8 Charlie Fowler and Christine Boskoff. 9 SEC. 3.
