Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROHIBITIONS AND REQUIREMENTS RELATING TO 1 BORDER SECURITY. 2 (a) IN GENERAL.—No taxpayer funds may be obli- 3 gated or expended to build a wall or barrier intended to 4 impede travel between Mexico and the United States. 5 (b) FOREIGN PAYMENT REQUIRED.—Any wall or 6 barrier described in subsection (a) that is proposed to be 7 built shall be paid for using funds provided by the Govern- 8 ment of Mexico. 9 (c) SECURING THE SOUTHERN BORDER.—The Sec- 10 retary of Homeland Security shall take such actions as 11 may be necessary to secure the southern border by making 12 maximum effective utilization of technology and improved 13 training of U.S. Custom and Border Protection agents 14 and officers. 15 (d) INCREASE IN IMMIGRATION JUDGES.—The Attor- 16 ney General may appoint 100 additional immigration 17 judges in addition to immigration judges currently serving 18 as of the date of the enactment of this Act. 19 (e) HUMANITARIAN ASSISTANCE.—The Secretary of 20 Homeland Security shall take such actions as may be nec- 21 essary to ensure that humanitarian assistance is provided 22 to immigrants, refugees, and other displaced persons who 23 are in need of medical assistance and aid to sustain health 24 and life. 25 Æ VerDate Sep 11 2014 04:23 Jan 09, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H48.IH H48 kjohnson on DSK79L0C42 with BILLS
