AN ACT
To require the Department of State to establish a policy
regarding the use of location-tracking consumer devices
by employees at diplomatic and consular facilities, and
for other purposes.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Protecting Diplomats
2
from Surveillance Through Consumer Devices Act’’.
3
SEC. 2. SECURING UNITED STATES DIPLOMATIC AND CON-
4
SULAR FACILITIES AGAINST CYBERSURVEIL-
5
LANCE.
6
(a) POLICY ON LOCATION-TRACKING CONSUMER DE-
7
VICES.—Not later than 60 days after the date of the en-
8
actment of this Act, the Secretary of State shall establish
9
a policy on the use of location-tracking consumer devices,
10
including GPS-enabled devices, at United States diplo-
11
matic and consular facilities by United States Government
12
employees, contractors, locally employed staff, and mem-
13
bers of other agencies deployed to or stationed at such
14
facilities.

(b) SECURITY BRIEFING.—Existing and new employ-
16
ees at United States diplomatic and consular facilities, in-
17
cluding contractors, locally employed staff, and members
18
of other agencies deployed to or stationed at such facili-
19
ties, shall, as a part of the security briefings provided to
20
such employees, be informed of the policy described in sub-
21
section (a) and given instructions on the use of location-
22
tracking consumer devices both on and off the premises
23
of such facilities.

(c) COORDINATION.—The Secretary of State shall co-
25
ordinate with the heads of any other agencies whose em-

ployees are deployed to or stationed at United States dip-
1
lomatic and consular facilities in the formulation of the
2
policy described in subsection (a) and the dissemination
3
of such policy pursuant to subsection (b).

(d) REPORT.—Not later than 30 days after the for-
5
mulation of the policy described in subsection (a), the Sec-
6
retary of State shall submit to the Committee on Foreign
7
Affairs of the House of Representatives and the Com-
8
mittee on Foreign Relations of the Senate a report on the
9
details of such policy.
