AN ACT
To direct the Federal Communications Commission to estab-
lish a task force to be known as the ‘‘6G Task Force’’,
and for other purposes.

SECTION 1. SHORT TITLE.
1
This Act may be cited as the ‘‘Future Uses of Tech-
2
nology Upholding Reliable and Enhanced Networks Act’’
3
or the ‘‘FUTURE Networks Act’’.
4
SEC. 2. 6G TASK FORCE.
5
(a) ESTABLISHMENT.—Not later than 120 days after
6
the date of the enactment of this Act, the Commission
7
shall establish a task force to be known as the ‘‘6G Task
8
Force’’.
9
(b) MEMBERSHIP.—
10
(1) APPOINTMENT.—The members of the Task
11
Force shall be appointed by the Chair.
12
(2) COMPOSITION.—To the extent practicable,
13
the membership of the Task Force shall be com-
14
posed of the following:
15
(A) Representatives of companies in the
16
communications industry, except companies
17
that are determined by the Chair to be not
18
trusted.
19
(B) Representatives of public interest orga-
20
nizations or academic institutions, except public
21
interest organizations or academic institutions
22
that are determined by the Chair to be not
23
trusted.
24
(C) Representatives of the Federal Govern-
25
ment, State governments, local governments, or

Tribal Governments, with at least one member
1
representing each such type of government.

(c) REPORT.—
3
(1) IN GENERAL.—Not later than 1 year after
4
the date on which the Task Force is established
5
under subsection (a), the Task Force shall publish
6
in the Federal Register and on the website of the
7
Commission, and submit to the Committee on En-
8
ergy and Commerce of the House of Representatives
9
and the Committee on Commerce, Science, and
10
Transportation of the Senate, a report on sixth-gen-
11
eration wireless technology, including—
12
(A) the status of industry-led standards-
13
setting bodies in setting standards for such
14
technology;
15
(B) possible uses of such technology identi-
16
fied by industry-led standards-setting bodies
17
that are setting standards for such technology;
18
(C) any limitations of such technology (in-
19
cluding any supply chain or cybersecurity limi-
20
tations) identified by industry-led standards-set-
21
ting bodies that are setting standards for such
22
technology; and
23
(D) how to best work with entities across
24
the Federal Government, State governments,

local governments, and Tribal Governments to

leverage such technology, including with regard
2
to siting, deployment, and adoption.

(2) DRAFT REPORT; PUBLIC COMMENT.—The
4
Task Force shall—
5
(A) not later than 180 days after the date
6
on which the Task Force is established under
7
subsection (a), publish in the Federal Register
8
and on the website of the Commission a draft
9
of the report required by paragraph (1); and
10
(B) accept public comments on such draft
11
and take such comments into consideration in
12
preparing the final version of such report.
13
(d) DEFINITIONS.—In this section:
14
(1) CHAIR.—The term ‘‘Chair’’ means the
15
Chair of the Commission.
16
(2) COMMISSION.—The term ‘‘Commission’’
17
means the Federal Communications Commission.
18
(3) NOT TRUSTED.—
19
(A) IN GENERAL.—The term ‘‘not trusted’’
20
means, with respect to an entity, that—
21
(i) the Chair has made a public deter-
22
mination that such entity is owned by, con-
23
trolled by, or subject to the influence of a
24
foreign adversary; or

(ii) the Chair otherwise determines

that such entity poses a threat to the na-
2
tional security of the United States.

(B) CRITERIA
FOR
DETERMINATION.—In
4
making a determination under subparagraph
5
(A)(ii), the Chair shall use the criteria de-
6
scribed in paragraphs (1) through (4) of section
7
2(c) of the Secure and Trusted Communica-
8
tions Networks Act of 2019 (47 U.S.C.
9
1601(c)), as appropriate.
10
(4) STATE.—The term ‘‘State’’ has the mean-
11
ing given such term in section 3 of the Communica-
12
tions Act of 1934 (47 U.S.C. 153).
13
(5) TASK
FORCE.—The term ‘‘Task Force’’
14
means the 6G Task Force established under sub-
15
section (a).
