What This Bill Does
This bill reauthorizes (extends the legal authority and funding for) the United States Fire Administration and several federal grant programs that help firefighters. It changes when some of these programs are set to expire and updates how much money Congress can spend on them.

• The Staffing for Adequate Fire and Emergency Response Grant Program will continue operating until 2032 instead of ending in 2024 (Sec. 4)
• The government of China and any organizations operating or incorporated in China cannot receive federal money from the firefighter grant programs (Sec. 6)
• Within three years, a government auditor must review and publicly report on what is preventing fire departments from accessing federal funding (Sec. 5)
What Changes
If this becomes law, firefighter grant programs that were scheduled to stop receiving funding will now continue through 2032. The United States Fire Administration will receive specified annual funding through 2030.

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Fire Grants and Safety
2
Act’’.

SEC. 2. REAUTHORIZATION OF THE UNITED STATES FIRE
4
ADMINISTRATION.

Section 17(g)(1) of the Federal Fire Prevention and
6
Control Act of 1974 (15 U.S.C. 2216(g)(1)) is amended—
7
(1) in subparagraph (L), by striking ‘‘and’’;
8
(2) in subparagraph (M)—
9
(A) by striking ‘‘for for’’ and inserting
10
‘‘for’’; and
11
(B) by striking the period and inserting ‘‘;
12
and’’; and
13
(3) by adding at the end the following:
14
‘‘(N) $95,000,000 for each of fiscal years 2024
15
through 2030, of which $3,420,000 for each such
16
fiscal year shall be used to carry out section 8(f).’’.

(b) AUTHORIZATION OF APPROPRIATIONS.—Section

34(j)(1)(I) of the Federal Fire Prevention and Control Act
11
of 1974 (15 U.S.C. 2229a(j)(1)(I)) is amended, in the
12
matter preceding clause (i), by striking ‘‘2023’’ and insert-
13
ing ‘‘2030’’.

SEC. 5. GAO AUDIT AND REPORT.

Not later than 3 years after the date of enactment of
16
this Act, the Comptroller General of the United States shall
17
conduct an audit of and issue a publicly available report
18
on barriers that prevent fire departments from accessing
19
Federal funds.

SEC. 6. LIMITATION ON FIRE GRANT FUNDS.
21
Neither the Government of the People’s Republic of
22
China, nor any entity or organization operating or incor-
23
porated in the People’s Republic of China, may be eligible
24
to be a recipient or subrecipient of Federal assistance under
