introduced the following bill; which was referred to the Committee on En-
ergy and Commerce
A BILL
To ban the use of intentionally added perfluoroalkyl or
polyfluoroalkyl substances in cosmetics.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘No PFAS in Cosmetics
4
Act’’.

SEC. 2. BAN ON PERFLUOROALKYL OR POLYFLUOROALKYL
6
SUBSTANCES.

(a) DIRECTED RULEMAKING.—Not later than 270
8
days after the date of enactment of this Act, the Secretary
9
of Health and Human Services (referred to in this section

as the ‘‘Secretary’’) shall issue a proposed rule to ban the

use of intentionally added perfluoroalkyl or polyfluoroalkyl
2
substances in cosmetics. Not later than 90 days after
3
issuing the proposed rule, the Secretary shall finalize such
4
rule.

(b) DEFINITION.—In this section, the term ‘‘perfluo-
6
roalkyl or polyfluoroalkyl substance’’ means a perfluoroal-
7
kyl or polyfluoroalkyl substance that is man-made and has
8
at least 1 fully fluorinated carbon atom.
