Mr. KELLY (for himself and Ms. COLLINS) introduced the following bill; which
was read twice and referred to the Committee on Health, Education,
Labor, and Pensions
A BILL
To expand the definition of qualified persons for purposes
of the Public Readiness and Emergency Preparedness
Act to include health professional students.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Student Assisted Vac-
4
cination Effort Act’’ or the ‘‘SAVE Act’’.
5
SEC. 2. QUALIFIED PERSONS.
6
Section 319F–3(i)(8) of the Public Health Service
7
Act (42 U.S.C. 247d–6d(i)(8)) is amended—

(1) in subparagraph (A), by striking ‘‘; or’’ and
1
inserting a semicolon;
2
(2) by redesignating subparagraph (B) as sub-
3
paragraph (C); and
4
(3) by inserting after subparagraph (A) the fol-
5
lowing:

‘‘(B) a medical, nursing, pharmacy, phar-
7
macy intern, midwife, paramedic, advanced or
8
intermediate emergency medical technician,
9
physician assistant, respiratory therapy, dental,
10
podiatry, optometry or veterinary student
11
with—
12
‘‘(i) appropriate training in admin-
13
istering vaccines, as determined by the stu-
14
dent’s school or training program; and
15
‘‘(ii) supervision by an individual de-
16
scribed in subparagraph (A); or’’.
