A BILL
To establish the United States–Israel Artificial Intelligence
Center to improve artificial intelligence research and de-
velopment cooperation.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘United States–Israel
4
Artificial Intelligence Center Act’’.
5
SEC. 2. ESTABLISHMENT OF CENTER.

(a) IN GENERAL.—The Secretary of State, in con-
7
sultation with the Secretary of Commerce, the Director
8
of the National Science Foundation, and the heads of

other relevant Federal agencies, shall establish the United
1
States–Israel Artificial Intelligence Center (referred to in
2
this section as the ‘‘Center’’) in the United States.
3
(b) PURPOSE.—The purpose of the Center shall be
4
to leverage the experience, knowledge, and expertise of in-
5
stitutions of higher education and private sector entities
6
in the United States and Israel to develop more robust
7
research and development cooperation in the areas of—
8
(1) machine learning;
9
(2) image classification;
10
(3) object detection;
11
(4) speech recognition;
12
(5) natural language processing;
13
(6) data labeling;
14
(7) computer vision; and
15
(8) model explainability and interpretability.

(c) ARTIFICIAL INTELLIGENCE PRINCIPLES.—In car-
17
rying out the purposes set forth in subsection (b), the Cen-
18
ter shall adhere to the principles for the use of artificial
19
intelligence in the Federal Government set forth in section
20
3 of Executive Order 13960 (85 Fed. Reg. 78939).

(d) INTERNATIONAL PARTNERSHIPS.—
22
(1) IN GENERAL.—The Secretary of State and
23
the heads of other relevant Federal agencies, subject
24
to the availability of appropriations, may enter into

cooperative agreements supporting and enhancing
1
dialogue and planning involving international part-
2
nerships between the Department of State or such
3
agencies and the Government of Israel and its min-
4
istries, offices, and institutions.
5
(2) FEDERAL SHARE.—Not more than 50 per-
6
cent of the costs of implementing the agreements en-
7
tered into pursuant to paragraph (1) may be paid by
8
the United States Government.
9
(e) AUTHORIZATION OF APPROPRIATIONS.—There is
10
authorized to be appropriated for the Center $10,000,000
11
for each of the fiscal years 2022 through 2026.
