What This Bill Does

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cerro de la Olla Wil-

derness Establishment Act’’.

SEC. 2. DESIGNATION OF CERRO DE LA OLLA WILDERNESS.

(a) DESIGNATION.—
5
(1) IN GENERAL.—Section 1202 of the John D.
6
Dingell, Jr. Conservation, Management, and Recre-
7
ation Act (16 U.S.C. 1132 note; Public Law 116–
8
9; 133 Stat. 651) is amended—
9
(A) in the section heading, by striking
10
‘‘CERRO DEL YUTA AND RI´O SAN ANTO-
11
NIO’’ and inserting ‘‘RI´O
GRANDE
DEL
12
NORTE NATIONAL MONUMENT’’;
13
(B) in subsection (a), by striking para-
14
graph (1) and inserting the following:

‘‘(1) MAP.—The term ‘map’ means—
16
‘‘(A) for purposes of subparagraphs (A)

and (B) of subsection (b)(1), the map entitled

‘Rı´o Grande del Norte National Monument Pro-

PROJECTS IN CERRO DE LA OLLA WILDERNESS.—
2
‘‘(A) IN
GENERAL.—Subject to subpara-
3
graph (B) and in accordance with section 4(c)
4
of the Wilderness Act (16 U.S.C. 1133(c)), the
5
Secretary may authorize the maintenance of
6
any structure or facility in existence on the date
7
of enactment of this paragraph for wildlife
8
water development projects (including guzzlers)
9
in the Cerro de la Olla Wilderness if, as deter-
10
mined by the Secretary—
11
‘‘(i) the structure or facility would en-
12
hance wilderness values by promoting
13
healthy, viable, and more naturally distrib-
14
uted wildlife populations; and
15
‘‘(ii) the visual impacts of the struc-
16
ture or facility on the Cerro de la Olla Wil-
17
derness can reasonably be minimized.

‘‘(B)
COOPERATIVE
AGREEMENT.—Not
19
later than 1 year after the date of enactment of
20
this paragraph, the Secretary shall enter into a
21
cooperative agreement with the State of New
22
Mexico that specifies, subject to section 4(c) of
23
the Wilderness Act (16 U.S.C. 1133(c)), the
24
terms and conditions under which wildlife man-

derness may be carried out.’’.

(2) CLERICAL AMENDMENT.—The table of con-

tents for the John D. Dingell, Jr. Conservation,

Management, and Recreation Act (Public Law 116–
5
9; 133 Stat. 581) is amended by striking the item
6
relating to section 1202 and inserting the following:

‘‘Sec. 1202. Rı´o Grande del Norte National Monument Wilderness Areas.’’.
(b) RI´O GRANDE DEL NORTE NATIONAL MONUMENT
8
BOUNDARY MODIFICATION.—The boundary of the Rı´o
9
Grande del Norte National Monument in the State of New
10
Mexico is modified, as depicted on the map entitled ‘‘Pro-
11
posed Cerro de la Olla Wilderness and Rı´o Grande del
12
Norte National Monument Boundary’’ and dated June 30,
13
2022.
