Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 The Congress finds the following: 4 (1) The United States Capitol Police (‘‘Capitol 5 Police’’) are essential to the protection of the U.S. 6 VerDate Sep 11 2014 17:52 Jul 07, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3901.IH H3901 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 3901 IH Capitol, and each person who works in or visits the 1 complex depends on them for their safety. 2 (2) In their dedication to provide this essential 3 safety to the U.S. Capitol, numerous Capitol Police 4 and other law enforcement have even paid with their 5 lives while in the line of duty. 6 (3) Those who have paid with their lives in the 7 line of duty include Sergeant Christopher S. Eney in 8 1984; Officer Jacob J. Chestnut and Detective John 9 M. Gibson in 1998; and Sergeant Clinton J. Holtz 10 in 2014. 11 (4) Most recently, we mourn the losses of Cap- 12 itol Police Officers Brian Sicknick and Howard 13 Liebengood, and Metropolitan Police Department 14 Officer Jeffrey Smith, who all passed in January 15 2021. We also mourn the loss of Officer William 16 ‘‘Billy’’ Evans, who was killed on April 2, 2021, 17 while protecting the North Barricade of the Capitol. 18 Officer Kenneth Shaver was also injured in that as- 19 sault. 20 (5) The sacrifices made by each of these men 21 are never forgotten in the U.S. Congress and by the 22 many individuals who benefitted from their service. 23 (6) The service and sacrifices of the Capitol Po- 24 lice should be recognized and honored. 25 VerDate Sep 11 2014 23:15 Jul 08, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3901.IH H3901 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 3901 IH SEC. 2. CONGRESSIONAL GOLD MEDALS. 1 (a) PRESENTATION AUTHORIZATION.—The Speaker 2 of the House of Representatives and the President pro 3 tempore of the Senate shall make appropriate arrange- 4 ments for the presentation, on behalf of the Congress, of 5 four gold medals to the United States Capitol Police and 6 those who protect the U.S. Capitol. 7 (b) DESIGN AND STRIKING.—For the purposes of the 8 award referred to in subsection (a), the Secretary of the 9 Treasury (hereafter in this Act referred to as the ‘‘Sec- 10 retary’’) shall strike gold medals with the official emblem 11 of the United States Capitol Police. 12 (c) DISPOSITION OF MEDALS.—Following the award 13 of the gold medals under subsection (a): 14 (1) USCP HEADQUARTERS.—One gold medal 15 shall be given to the United States Capitol Police, so 16 that the medal may be displayed at the headquarters 17 of the United States Capitol Police and made avail- 18 able for research, as appropriate. 19 (2) DC METROPOLITAN POLICE DEPARTMENT 20 HEADQUARTERS.—One gold medal shall be given to 21 the Metropolitan Police Department of the District 22 of Columbia, so that the medal may be displayed at 23 the headquarters of the Metropolitan Police Depart- 24 ment and made available for research, as appro- 25 priate. 26 VerDate Sep 11 2014 17:52 Jul 07, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3901.IH H3901 pamtmann on DSKBC07HB2PROD with BILLS 4 •HR 3901 IH (3) SMITHSONIAN INSTITUTION.— 1 (A) IN GENERAL.—One gold medal shall 2 be given to the Smithsonian Institution, where 3 it shall be available for display as appropriate 4 and available for research. 5 (B) PLAQUE.—In displaying the gold 6 medal given under subparagraph (A), the 7 Smithsonian Institution shall display the medal 8 with a plaque that lists the other law enforce- 9 ment agencies that participate in protecting the 10 U.S. Capitol. 11 (C) SENSE OF THE CONGRESS.—It is the 12 sense of the Congress that the Smithsonian In- 13 stitution should make the gold medal given 14 under subparagraph (A) available for display 15 elsewhere, particularly at appropriate locations 16 associated with the protection of the U.S. Cap- 17 itol. 18 (4) UNITED STATES CAPITOL.— 19 (A) IN GENERAL.—One gold medal shall 20 be given to the Architect of the Capitol, for dis- 21 play in a prominent location in the United 22 States Capitol as appropriate and available for 23 research. 24 VerDate Sep 11 2014 17:52 Jul 07, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3901.IH H3901 pamtmann on DSKBC07HB2PROD with BILLS 5 •HR 3901 IH (B) PLAQUE.—In displaying the gold 1 medal given under subparagraph (A), the Ar- 2 chitect of the Capitol shall display the medal 3 with a plaque that lists the other law enforce- 4 ment agencies that participate in protecting the 5 United States Capitol. 6 SEC. 3. DUPLICATE MEDALS. 7 The Secretary may strike and sell duplicates in 8 bronze of the gold medals struck pursuant to section 2 9 under such regulations as the Secretary may prescribe, at 10 a price sufficient to cover the cost thereof, including labor, 11 materials, dies, use of machinery, and overhead expenses. 12 SEC. 4. SENSE OF CONGRESS. 13 It is the sense of the Congress that the United States 14 Mint should expedite production of the gold medals and 15 duplicate medals under this Act, so that the sacrifices of 16 fallen officers and their families, and the contributions of 17 other law enforcement agencies who answer the call of 18 duty, can be recognized and honored in a timely and ongo- 19 ing manner. 20 SEC. 5.
