IN THE SENATE OF THE UNITED STATES JUNE 15, 2021 Ms. KLOBUCHAR (for herself and Mr. BLUNT) introduced the following bill; which was read twice and referred to the Committee on Banking, Hous- ing, and Urban Affairs A BILL To award four congressional gold medals to the United States Capitol Police and those who protected the U.S. Capitol on January 6, 2021. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. FINDINGS. 3 The Congress finds the following: 4 (1) Every day, the United States Capitol Police 5 (‘‘Capitol Police’’) protects the U.S. Capitol, Mem- 6 bers of Congress, congressional staff and institu- 7 tional staff, journalists, and the visiting public. 8 VerDate Sep 11 2014 07:14 Jun 23, 2021 Jkt 019200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2063.IS S2063 kjohnson on DSK79L0C42PROD with BILLS 2 •S 2063 IS (2) On January 6, 2021, a mob of insurrection- 1 ists forced its way into the U.S. Capitol building and 2 congressional office buildings and engaged in acts of 3 vandalism, looting, and violently attacked Capitol 4 Police officers. 5 (3) The sacrifice of heroes including Capitol Po- 6 lice Officers Brian Sicknick and Howard 7 Liebengood, Metropolitan Police Department Officer 8 Jeffrey Smith, and those who sustained injuries, and 9 the courage of Capitol Police Officer Eugene Good- 10 man, exemplify the patriotism and the commitment 11 of Capitol Police officers, and those of other law en- 12 forcement agencies, to risk their lives in service of 13 our country. 14 (4) Up to seven Americans died following this 15 violent attack, and more than 140 law enforcement 16 officers suffered physical injuries, including 15 offi- 17 cers who were hospitalized. 18 (5) The desecration of the U.S. Capitol, which 19 is the temple of our American Democracy, and the 20 violence targeting Congress are horrors that will for- 21 ever stain our Nation’s history. 22 (6) On April 2, 2021 Officer William ‘‘Billy’’ 23 Evans was killed while protecting the North Barri- 24 cade of the Capitol. Also injured in that assault was Officer 3 Kenneth Shaver. Officer Shaver is a fifteen-year vet- 4 eran of the United States Capitol Police. 5 SEC. 2. CONGRESSIONAL GOLD MEDALS. 6 (a) PRESENTATION AUTHORIZATION.—The Speaker 7 of the House of Representatives and the President pro 8 tempore of the Senate shall make appropriate arrange- 9 ments for the presentation, on behalf of the Congress, of 10 four gold medals of appropriate design to the United 11 States Capitol Police and those who protected the U.S. 12 Capitol on January 6, 2021. 13 (b) DESIGN AND STRIKING.—For the purposes of the 14 award referred to in subsection (a), the Secretary of the 15 Treasury (hereafter in this Act referred to as the ‘‘Sec- 16 retary’’) shall strike gold medals with suitable emblems, 17 devices, and inscriptions, to be determined by the Sec- 18 retary. 19 (c) DISPOSITION OF MEDALS.—Following the award 20 of the gold medals under subsection (a): 21 (1) USCP HEADQUARTERS.—One gold medal 22 shall be given to the United States Capitol Police, so 23 that the medal may be displayed at the headquarters 24 VerDate Sep 11 2014 07:14 Jun 23, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2063.IS S2063 kjohnson on DSK79L0C42PROD with BILLS 4 •S 2063 IS of the United States Capitol Police and made avail- 1 able for research, as appropriate. 2 (2) DC METROPOLITAN POLICE DEPARTMENT 3 HEADQUARTERS.—One gold medal shall be given to 4 the Metropolitan Police Department of the District 5 of Columbia, so that the medal may be displayed at 6 the headquarters of the Metropolitan Police Depart- 7 ment and made available for research, as appro- 8 priate. 9 (3) SMITHSONIAN INSTITUTION.— 10 (A) IN GENERAL.—One gold medal shall 11 be given to the Smithsonian Institution, where 12 it shall be available for display as appropriate 13 and available for research. 14 (B) PLAQUE.—In displaying the gold 15 medal given under subparagraph (A), the 16 Smithsonian Institution shall display the medal 17 with a plaque that lists all of the law enforce- 18 ment agencies that participated in protecting 19 the U.S. Capitol on January 6, 2021. 20 (C) SENSE OF THE CONGRESS.—It is the 21 sense of the Congress that the Smithsonian In- 22 stitution should make the gold medal given 23 under subparagraph (A) available for display 24 elsewhere, particularly at appropriate locations 25 VerDate Sep 11 2014 07:14 Jun 23, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S2063.IS S2063 kjohnson on DSK79L0C42PROD with BILLS 5 •S 2063 IS associated with the protection of the U.S. Cap- 1 itol on January 6, 2021. 2 (4) UNITED STATES CAPITOL.— 3 (A) IN GENERAL.—One gold medal shall 4 be given to the Architect of the Capitol, for dis- 5 play in a prominent location in the United 6 States Capitol as appropriate and available for 7 research. 8 (B) PLAQUE.—In displaying the gold 9 medal given under subparagraph (A), the Ar- 10 chitect of the Capitol shall display the medal 11 with a plaque that lists all of the law enforce- 12 ment agencies that participated in protecting 13 the United States Capitol on January 6, 2021. 14 SEC. 3. DUPLICATE MEDALS. 15 The Secretary may strike and sell duplicates in 16 bronze of the gold medals struck pursuant to section 2 17 under such regulations as the Secretary may prescribe, at 18 a price sufficient to cover the cost thereof, including labor, 19 materials, dies, use of machinery, and overhead expenses. 20 SEC. 4. NATIONAL MEDALS. 4 Medals struck pursuant to this Act are national med- 5 als for the purposes of chapter 51 of title 31, United 6 States Code. 7 SEC. 6.
