SHORT TITLE. 1 This Act may be cited as the ‘‘South Asian Heart 2 Health Awareness and Research Act of 2022’’. 3 SEC. 2. HEART HEALTH PROMOTION GRANTS. 4 Title III of the Public Health Service Act (42 U.S.C. 5 241 et seq.) is amended by inserting after section 317U 6 (42 U.S.C. 247b–23) the following new section: 7 ‘‘SEC. 317V. HEART HEALTH PROMOTION GRANTS. 8 ‘‘(a) IN GENERAL.—The Secretary may make grants 9 to States for the purpose of promoting awareness of the 10 increasing prevalence of heart disease, including, where 11 appropriate, its relationship to type 2 diabetes, in commu- 12 nities disproportionately affected by heart disease such as 13 South Asian communities in the United States. 14 ‘‘(b) USE OF FUNDS.—A State that receives a grant 15 under subsection (a) shall use such grant funds— 16 ‘‘(1) to develop culturally appropriate materials 17 on evidence-based heart health promotion topics, 18 such as nutrition education, optimal diet plans, and 19 programs for regular exercise; 20 ‘‘(2) to support heart health promotion activi- 21 ties of community organizations that work with or 22 serve communities disproportionately affected by 23 heart disease, such as South Asian communities in 24 the United States; or 25 VerDate Sep 11 2014 03:09 Jul 29, 2022 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3771.RFS H3771 pbinns on DSKJLVW7X2PROD with $$_JOB 3 HR 3771 RFS ‘‘(3) to support, with respect to research con- 1 ducted relating to heart disease, conferences and 2 workshops on how practices, methodologies, and de- 3 signs of such research should be changed to include 4 in such research more members of communities dis- 5 proportionately affected by heart disease, such as 6 South Asian communities in the United States. 7 ‘‘(c) REPORTS TO CONGRESS.— 8 ‘‘(1) STUDY ON RELATIONSHIP BETWEEN CER- 9 TAIN RATES OF MORBIDITY AND MORTALITY AS A 10 RESULT OF HEART DISEASE IN AT-RISK POPU- 11 LATIONS.— 12 ‘‘(A) IN GENERAL.—Not later than 60 13 days after the date of enactment of this section, 14 the Secretary shall seek to enter into an agree- 15 ment with the National Academies of Sciences, 16 Engineering, and Medicine (or, if the National 17 Academies decline to enter into the agreement, 18 another appropriate entity) under which the 19 National Academies (or other appropriate enti- 20 ty) will conduct a study of the relationship be- 21 tween COVID–19 and rates of morbidity and 22 mortality as a result of heart disease in at-risk 23 populations, such as South Asian communities 24 in the United States. 25 VerDate Sep 11 2014 03:09 Jul 29, 2022 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3771.RFS H3771 pbinns on DSKJLVW7X2PROD with $$_JOB 4 HR 3771 RFS ‘‘(B) REPORT.—Not later than 5 years 1 after the date of enactment of this section, the 2 Secretary shall submit to the Congress a report 3 on the results of the study under subsection (a). 4 ‘‘(2) REPORT ON OUTREACH.—Not later than 5 180 days after the date of the enactment of this sec- 6 tion, and annually thereafter, the Secretary shall 7 submit to Congress a report on outreach efforts and 8 data relating to heart disease in communities dis- 9 proportionately affected by heart disease, such as 10 South Asian communities in the United States. 11 ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—For 12 purposes of carrying out this section, there is authorized 13 to be appropriated $1,000,000 for each of fiscal years 14 2023 through 2027.’’. 15 SEC. 3. HEART HEALTH RESEARCH. 16 Part B of title IV of the Public Health Service Act 17 (42 U.S.C. 284 et seq.) is amended by adding at the end 18 the following new section: 19 ‘‘SEC. 409K. HEART HEALTH RESEARCH. 20 ‘‘(a) IN GENERAL.—The Secretary may— 21 ‘‘(1) conduct or support research and related 22 activities regarding cardiovascular disease, type 2 di- 23 abetes, and other heart health-related ailments 24 VerDate Sep 11 2014 03:09 Jul 29, 2022 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3771.RFS H3771 pbinns on DSKJLVW7X2PROD with $$_JOB 5 HR 3771 RFS among at-risk populations, including South Asian 1 communities in the United States; and 2 ‘‘(2) establish an internet clearinghouse to cata- 3 log existing evidence-based heart health research and 4 treatment options for communities disproportion- 5 ately affected by heart disease, such as South Asian 6 communities in the United States, to prevent, treat, 7 or reverse heart disease and diabetes. 8 ‘‘(b) AUTHORIZATION OF APPROPRIATIONS.—For 9 purposes of carrying out this section, there is authorized 10 to be appropriated $1,000,000 for each of fiscal years 11 2023 through 2027.’’. 12 Passed the House of Representatives July 27, 2022.
