OFFICE OF MULTIMODAL FREIGHT INFRASTRUC- 5 TURE AND POLICY. 6 (a) IN GENERAL.—Chapter 1 of title 49, United 7 States Code, is amended by adding at the end the fol- 8 lowing: 9 ‘‘§ 118. Office of Multimodal Freight Infrastructure 10 and Policy 11 ‘‘(a) DEFINITIONS.—In this section: 12 ‘‘(1) DEPARTMENT.—The term ‘Department’ 13 means the Department of Transportation. 14 ‘‘(2) FREIGHT OFFICE.—The term ‘Freight Of- 15 fice’ means the Office of Multimodal Freight Infra- 16 structure and Policy established under subsection 17 (b). 18 ‘‘(3) SECRETARY.—The term ‘Secretary’ means 19 the Secretary of Transportation. 20 ‘‘(b) ESTABLISHMENT.—The Secretary shall estab- 21 lish within the Department an Office of Multimodal 22 Freight Infrastructure and Policy. 23 ‘‘(c) PURPOSES.—The purposes of the Freight Office 24 shall be— 25 VerDate Sep 11 2014 00:20 Dec 19, 2021 Jkt 029200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6401 E:\BILLS\S2016.RS S2016 rfrederick on DSKBCBPHB2PROD with BILLS 7 •S 2016 RS ‘‘(1) to carry out the national multimodal 1 freight policy described in section 70101; 2 ‘‘(2) to administer and oversee certain 3 multimodal freight grant programs within the De- 4 partment in accordance with subsection (d); 5 ‘‘(3) to promote and facilitate the sharing of in- 6 formation between the private and public sectors 7 with respect to freight issues; 8 ‘‘(4) to conduct research on improving 9 multimodal freight mobility, and to oversee the 10 freight research activities of the various agencies 11 within the Department; 12 ‘‘(5) to assist cities and States in developing 13 freight mobility and supply chain expertise; 14 ‘‘(6) to liaise and coordinate with other Federal 15 departments and agencies; and 16 ‘‘(7) to carry out other duties, as prescribed by 17 the Secretary. 18 ‘‘(d) ADMINISTRATION OF POLICIES AND PRO- 19 GRAMS.—The Freight Office shall— 20 ‘‘(1) develop and manage— 21 ‘‘(A) the national freight strategic plan de- 22 scribed in section 70102; and 23 ‘‘(B) the National Multimodal Freight 24 Network established under section 70103; 25 VerDate Sep 11 2014 00:20 Dec 19, 2021 Jkt 029200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6401 E:\BILLS\S2016.RS S2016 rfrederick on DSKBCBPHB2PROD with BILLS 8 •S 2016 RS ‘‘(2)(A) oversee the development and updating 1 of the State freight plans described in section 2 70202; and 3 ‘‘(B) provide guidance or best practices relating 4 to the development and updating of State freight 5 plans under that section; 6 ‘‘(3)(A) administer multimodal freight grant 7 programs, including multimodal freight grants estab- 8 lished under section 117 of title 23; and 9 ‘‘(B) establish procedures for analyzing and 10 evaluating applications for grants under those pro- 11 grams; 12 ‘‘(4) assist States in the establishment of— 13 ‘‘(A) State freight advisory committees 14 under section 70201; and 15 ‘‘(B) multi-State freight mobility compacts 16 under section 70204; and 17 ‘‘(5) provide to the Bureau of Transportation 18 Statistics input regarding freight data and planning 19 tools. 20 ‘‘(e) ASSISTANT SECRETARY.— 21 ‘‘(1) IN GENERAL.—The Freight Office shall be 22 headed by an Assistant Secretary for Multimodal 23 Freight, who shall— 24 VerDate Sep 11 2014 00:20 Dec 19, 2021 Jkt 029200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6401 E:\BILLS\S2016.RS S2016 rfrederick on DSKBCBPHB2PROD with BILLS 9 •S 2016 RS ‘‘(A) be appointed by the President, by and 1 with the advice and consent of the Senate; and 2 ‘‘(B) have professional standing and dem- 3 onstrated knowledge in the field of freight 4 transportation. 5 ‘‘(2) DUTIES.—The Assistant Secretary shall— 6 ‘‘(A) report to the Under Secretary of 7 Transportation for Policy; 8 ‘‘(B) be responsible for the management 9 and oversight of the activities, decisions, oper- 10 ations, and personnel of the Freight Office; 11 ‘‘(C) work with the modal administrations 12 of the Department to encourage multimodal col- 13 laboration; and 14 ‘‘(D) carry out such additional duties as 15 the Secretary may prescribe. 16 ‘‘(f) CONSOLIDATION AND ELIMINATION OF DUPLI- 17 CATIVE OFFICES.— 18 ‘‘(1) CONSOLIDATION OF OFFICES AND OFFICE 19 FUNCTIONS.—The Secretary may consolidate into 20 the Freight Office any office or office function with- 21 in the Department that the Secretary determines 22 has duties [Text truncated for display.
