Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. HOUSING FOR UNITED STATES DIPLOMATS AT THE 1 UNITED NATIONS. 2 Paragraph (2) of section 9 of the United Nations 3 Participation Act of 1945 (22 U.S.C. 287e–1), is amend- 4 ed— 5 (1) by striking ‘‘no more than 30’’; 6 (2) by striking ‘‘and shall reflect a significant 7 reduction over the number of persons eligible for 8 housing benefits as of the date of enactment of this 9 provision’’; 10 (3) by striking ‘‘The Secretary shall require 11 that each employee occupying housing under this 12 subsection contribute to the Department of State a 13 percentage of his or her base salary, in an amount 14 to be determined by the Secretary of State toward 15 the cost of such housing.’’; 16 (4) by striking ‘‘The Secretary may reduce such 17 payments to the extent of income taxes paid on the 18 value of the leased or rented quarters any’’ and in- 19 serting ‘‘Any’’; and 20 (5) by adding at the end the following new sen- 21 tence: ‘‘For purposes of the Internal Revenue Code 22 of 1986, living quarters made available to any indi- 23 vidual under this paragraph shall not be taken into 24 account in determining the gross income of such in- 25 dividual.’’. 26 VerDate Sep 11 2014 23:48 Jul 13, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3812.IH H3812 ctelli on DSK11ZRN23PROD with BILLS 3 •HR 3812 IH SEC. 3. PROMOTING SERVICE AT INTERNATIONAL ORGANI- 1 ZATIONS. 2 Section 603(b) of the Foreign Service Act of 1980 3 (22 U.S.C. 4003) is amended— 4 (1) in paragraph (1), by striking ‘‘or’’ after the 5 semi-colon at the end; 6 (2) by redesignating paragraph (2) as para- 7 graph (3); and 8 (3) by inserting after paragraph (1) the fol- 9 lowing new paragraph: 10 ‘‘(2) service in a position the primary responsi- 11 bility of which is to formulate policy for or represent 12 the United States at an international organization, 13 a multilateral institution, or a broad-based multilat- 14 eral negotiation of an international instrument; or’’. 15 SEC. 4. STATEMENT OF POLICY. 16 It is the policy of the United States that— 17 (1) the Special Representative of the United 18 States to the United Nations serves as a standing 19 member of the cabinet; 20 (2) assessed dues to multilateral organizations 21 be paid in full in a timely fashion; 22 (3) Federal agencies utilize all the authorities 23 under section 3343 of title 5, United States Code, 24 or subpart C of part 352 of title 5, Code of Federal 25 Regulations (or any successor regulations) to detail 26 VerDate Sep 11 2014 23:48 Jul 13, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3812.IH H3812 ctelli on DSK11ZRN23PROD with BILLS 4 •HR 3812 IH or transfer employees to relevant international orga- 1 nizations; and 2 (4) that Secretary of State shall assist the De- 3 partment of State and other Federal agencies in car- 4 rying out paragraph (3) to the fullest extent. 5 SEC. 5. REPORTING ON DETAILS AND TRANSFERS TO 6 INTERNATIONAL ORGANIZATIONS. 7 (a) IN GENERAL.—Not later than 180 days after the 8 date of the enactment of this Act and annually thereafter, 9 the Secretary of State, in consultation with the heads of 10 other Federal departments and agencies as appropriate, 11 shall submit to the Committee on Foreign Affairs of the 12 House of Representatives and the Committee on Foreign 13 Relations of the Senate a report on the total number of 14 Federal employees detailed or transferred to an inter- 15 national organization during the immediately preceding 16 12-month period. The first report submitted under the 17 previous sentence shall include a strategy for increasing 18 the number of Federal employees who are detailed or 19 transferred to an international organization. 20 (b) MATTERS TO BE INCLUDED.—Each report re- 21 quired by subsection (a) shall include the following: 22 (1) The number of Federal employees detailed 23 or transferred during the applicable 12-month period 24 to an international organization under section 3343 25 VerDate Sep 11 2014 23:48 Jul 13, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H3812.IH H3812 ctelli on DSK11ZRN23PROD with BILLS 5 •HR 3812 IH of title 5, United States Code, or subpart C of part 1 352 of title 5, Code of Federal Regulations (or any 2 successor regulations), disaggregated by— 3 (A) an identification of the Federal agency 4 from which such employees were detailed or 5 transferred; and 6 (B) an identification of the international 7 organizations to and from which such employ- 8 ees have been detailed or transferred. 9 (2) A list of international organizations to and 10 from which a Federal agency previously detailed or 11 transferred Federal employees. 12 SEC. 6. TRAINING FOR INTERNATIONAL ORGANIZATIONS. 13 (a) TRAINING PROGRAMS.—Section 708 of the For- 14 eign Service Act of 1980 (22 U.S.C. 4028) is amended 15 by adding at the end the following new subsection: 16 ‘‘(e) TRAINING IN MULTILATERAL DIPLOMACY.— 17 ‘‘(1) IN GENERAL.—The Secretary, with the as- 18 sistance of other relevant officials, shall establish a 19 series of training courses on— 20 ‘‘(A) the conduct of diplomacy at inter- 21 national organizations and other multilateral in- 22 stitutions; and 23 ‘‘(B) broad-based multilateral negotiations 24 of international instruments. 25 VerDate Sep 11 2014 23:48 Jul 13, 2021 Jkt 019200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H3812.IH H3812 ctelli on DSK11ZRN23PROD with BILLS 6 •HR 3812 IH ‘‘(2) REQUIRED TRAINING.—Members of the 1 Service, including appropriate chiefs of mission and 2 other officers who are assigned to United States 3 missions representing the United States to inter- 4 national organizations and other multilateral institu- 5 tions or who are assigned in Washington, DC, to po- 6 sitions that have as their primary responsibility for- 7 mulation of policy toward such organizations and in- 8 stitutions, or toward participation in broad-based 9 multilateral negotiations of international instru- 10 ments, shall receive specialized training in the areas 11 described in paragraph (1) prior to beginning of 12 service for such assignment or, if receiving such 13 training at that time is not practical, within the first 14 year of beginning such assignment.’’. 15 (b) TRAINING FOR CIVIL SERVICE EMPLOYEES.— 16 The Secretary of State shall ensure that employees of the 17 Department of State who are members of the civil service 18 and who are assigned to positions described in subsection 19 (e) of section 708 of the Foreign Service Act of 1980 (as 20 added by subsection (a)) receive training described in such 21 subsection. 22 Æ VerDate Sep 11 2014 23:48 Jul 13, 2021 Jkt 019200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6301 E:\BILLS\H3812.IH H3812 ctelli on DSK11ZRN23PROD with BILLS
