Aspects of Intellectual Property Rights unless a statute is enacted ex-
pressly authorizing such a waiver.

A BILL
To direct the President to oppose any waiver of obligations
of members of the World Trade Organization under the
Agreement on Trade-Related Aspects of Intellectual
Property Rights unless a statute is enacted expressly
authorizing such a waiver.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Trade Related Intellec-

tual Property Protection Act’’ or ‘‘TRIPP Act’’.

SEC. 2. OPPOSITION TO WAIVER OF OBLIGATIONS OF WTO

MEMBERS UNDER THE TRIPS AGREEMENT.

The President shall oppose any waiver of obligations

of members of the World Trade Organization under the
4
TRIPS Agreement unless a statute is enacted expressly
5
authorizing such a waiver.

SEC. 3. TRIPS AGREEMENT DEFINED.

In this Act, the term ‘‘TRIPS Agreement’’ means the
8
Agreement on Trade-Related Aspects of Intellectual Prop-
9
erty Rights referred to in section 101(d)(15) of the Uru-
10
guay Round Agreements Act (19 U.S.C. 3511(d)(15)).
