To extend the authority of, and provide hiring authority
for, the Global Engagement Center.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. EXTENSION OF AUTHORITY OF AND HIRING AU-
3
THORITY FOR THE GLOBAL ENGAGEMENT
4
CENTER.

(a) EXTENSION.—Section 1287(j) of the National
6
Defense Authorization Act for Fiscal Year 2017 (22
7
U.S.C. 2656 note) is amended by striking ‘‘the date that
8
is 8 years after the date of the enactment of this Act’’
9
and inserting ‘‘December 31, 2027’’.

(b) HIRING AUTHORITY FOR GLOBAL ENGAGEMENT

CENTER.—Notwithstanding any other provision of law,
2
the Secretary of State, during the five-year period begin-
3
ning on the date of the enactment of this Act and solely
4
to carry out functions of the Global Engagement Center
5
established by such section, may—
6
(1) appoint employees without regard to the
7
provisions of title 5, United States Code, regarding
8
appointments in the competitive service; and
9
(2) fix the basic compensation of such employ-
10
ees without regard to chapter 51 and subchapter III
11
of chapter 53 of such title regarding classification
12
and General Schedule pay rates.
