on Energy and Commerce, and in addition to the Committee on Ways
and Means, for a period to be subsequently determined by the Speaker,
in each case for consideration of such provisions as fall within the juris-
diction of the committee concerned
A BILL
To direct the Secretary of the Treasury to develop and
administer a national incentive program to provide prizes
for qualified vaccinated individuals.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Take Your Shot Act’’.
4
SEC. 2. NATIONAL INCENTIVE PROGRAM.

(a) IN GENERAL.—The Secretary of the Treasury
6
shall establish a national incentive program (in this sec-
7
tion referred to as the ‘‘Program’’) to provide 100 cash

prizes to certain individuals who have received at least 1

COVID–19 vaccination approved by, or authorized for
2
emergency use by, the Food and Drug Administration.

(b) EFFECTIVE DATE.—The Secretary shall establish
4
the Program not later than 30 days after the date of en-
5
actment of this Act.
6
(c) ELIGIBILITY FOR THE PROGRAM.—
7
(1) IN GENERAL.—Except as provided in para-
8
graph (2), to be eligible for a prize under the Pro-
9
gram, an individual shall—
10
(A) be age 18 or older on the date of en-
11
actment of this Act;
12
(B) have a valid—
13
(i) Social Security number; or
14
(ii) Individual Taxpayer Identification
15
Number; and
16
(C) not have previously been selected as a
17
winner of a prize under this section.
18
(2) EXCEPTIONS.—Federal elected officials and
19
Cabinet members are ineligible to receive a prize
20
under the Program.

(d) SELECTION OF PRIZE WINNERS.—Of the individ-
22
uals eligible to receive a prize under subsection (c), the
23
Secretary shall select at random individuals to win a prize

under this section, subject to the verification described in
1
subsection (e)(1).

(e) AWARDING OF PRIZES.—
3
(1) VERIFICATION.—The Secretary shall con-
4
sult with the Secretary of Health and Human Serv-
5
ices to determine whether each individual selected
6
under subsection (d) has received at least 1 COVID–
7
19 vaccination approved by, or authorized for emer-
8
gency use by, the Food and Drug Administration.
9
The Secretary of Health and Human Services shall
10
confirm the vaccination status of a winner of a prize
11
under the Program. The confirmation in the pre-
12
ceding sentence may be carried out with the assist-
13
ance of a State or local department of health, if nec-
14
essary. The Secretary shall verify each such indi-
15
vidual not later than 90 days after the establishment
16
of the Program.

(2) AWARD.—If the Secretary verifies the re-
18
quired vaccination status of an individual selected
19
under subsection (d), the Secretary shall award a
20
prize described in subsection (f) to such individual.

(3) PROHIBITION
ON
PUBLIC
DISCLOSURE.—

Personally identifying information of a winner of a
23
prize under the Program shall not be publicly dis-
24
closed by Federal agencies. Only the county and

State of such winner shall be made public by the

Secretary.

(4) RULE OF CONSTRUCTION.—Nothing in this
3
Act shall be construed to authorize the Secretary of
4
Health and Human Services to establish a national
5
COVID–19 vaccine registry for the purposes of de-
6
termining eligibility for a prize under the Program.
7
(f) PRIZES.—A winner of a prize under this section
8
shall receive $1,000,000 not later than 30 days after the
9
verification described in subsection (e)(1). Prize money
10
shall not be considered Federal taxable income.
11
(g) DEFINITION OF SECRETARY.—Except as other-
12
wise provided, in this section, the term ‘‘Secretary’’ means
13
the Secretary of the Treasury.
14
(h) AUTHORIZATION OF APPROPRIATIONS.—There is
15
authorized to be appropriated $100,000,000 for prizes
16
under the Program.
