A BILL
To amend the Public Health Service Act to provide grant
funding to States for mental health and substance use
disorder parity implementation.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Parity Implementation
4
Assistance Act’’.
5
SEC. 2. GRANTS TO SUPPORT MENTAL HEALTH AND SUB-
6
STANCE USE DISORDER PARITY IMPLEMEN-
7
TATION.

(a) IN GENERAL.—Section 2794(c) of the Public
9
Health Service Act (42 U.S.C. 300gg–94(c)) (as added by

section 1003 of the Patient Protection and Affordable

Care Act (Public Law 111–148)) is amended by adding
2
at the end the following:
3
‘‘(3) PARITY IMPLEMENTATION.—
4
‘‘(A) IN
GENERAL.—Beginning 60 days
5
after the date of enactment of the Parity Imple-
6
mentation Assistance Act, the Secretary shall
7
award grants to States to implement the mental
8
health and substance use disorder parity provi-
9
sions of section 2726, provided that in order to
10
receive such a grant, a State is required to re-
11
quest and review from health insurance issuers
12
offering group or individual health insurance
13
coverage the comparative analyses and other in-
14
formation required of such health insurance
15
issuers under subsection (a)(8)(A) of such sec-
16
tion 2726 regarding the design and application
17
of nonquantitative treatment limitations im-
18
posed on mental health or substance use dis-
19
order benefits.

‘‘(B)
AUTHORIZATION
OF
APPROPRIA-
21
TIONS.—For purposes of awarding grants
22
under subparagraph (A), there are authorized
23
to be appropriated $25,000,000 for each of the

first five fiscal years beginning after the date of

the enactment of this paragraph.’’.

(b) TECHNICAL AMENDMENT.—Section 2794 of the
3
Public Health Service Act (42 U.S.C. 300gg–95), as
4
added by section 6603 of the Patient Protection and Af-
5
fordable Care Act (Public Law 111–148) is redesignated
6
as section 2795.
