ADVANCE CONSULTATION WITH STATE AND LOCAL 1 OFFICIALS AND MONTHLY REPORTS TO CON- 2 GRESS REGARDING THE RESETTLEMENT, 3 TRANSPORTATION, AND RELOCATION OF 4 ALIENS IN THE UNITED STATES. 5 (a) CONSULTATION REQUIREMENT.—Not later than 6 3 business days before any resettlement, transportation, 7 or relocation of non-detained aliens in the United States 8 that is directed, administered, or funded by the Federal 9 Government, the Secretary of Health and Human Services 10 (in the case of minors) or the Secretary of Homeland Se- 11 curity (in the case of adults), as appropriate, shall consult 12 with the governors and municipal chief executives of the 13 directly affected States and local jurisdictions regarding 14 the proposed resettlement, transportation, or relocation. 15 (b) REPORTS REQUIRED.—Not later than 7 days 16 after the date of the enactment of this Act, and monthly 17 thereafter, the Secretary of Health and Human Services 18 and the Secretary of Homeland Security, in consultation 19 with other appropriate Federal officials, shall— 20 (1) submit a State-specific report regarding the 21 resettlement, transportation, or relocation of non-de- 22 tained aliens in the United States during the pre- 23 vious month that was directed, administered, or 24 funded by the Federal Government or that involved 25 aliens subject to the U.S. Immigration and Customs 26 VerDate Sep 11 2014 02:37 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3659.IH H3659 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3659 IH Enforcement’s Alternatives to Detention program 1 that contains the information described in subsection 2 (c) to— 3 (A) the Committee on the Judiciary of the 4 Senate; 5 (B) the Committee on Appropriations of 6 the Senate; 7 (C) the Committee on the Judiciary of the 8 House of Representatives; 9 (D) the Committee on Appropriations of 10 the House of Representatives; and 11 (E) the governor of each of the affected 12 States; and 13 (2) make the report described in paragraph (1) 14 available on a publicly accessible website. 15 (c) CONTENTS.—Each report under subsection (b) 16 shall contain, with respect to each State— 17 (1) the number of aliens resettled, transported, 18 or relocated during the previous month and the cur- 19 rent calendar year, disaggregated by— 20 (A) the numbers of single adults, members 21 of family units, and minors; 22 (B) age; 23 (C) sex; and 24 (D) country of origin; 25 VerDate Sep 11 2014 02:37 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3659.IH H3659 kjohnson on DSK79L0C42PROD with BILLS 4 •HR 3659 IH (2) the methods used to determine the ages of 1 such aliens; 2 (3) the methods used to verify the familial sta- 3 tus of such aliens; 4 (4) the types of settings in which such aliens 5 are being resettled, transported, or relocated, which 6 may be aggregated by the general type of setting; 7 (5) a summary of the educational or occupa- 8 tional resources or assistance provided to such 9 aliens; 10 (6) whether such aliens are granted permits to 11 work and how any such aliens without a work permit 12 will financially support themselves; 13 (7) the amounts and types of Federal resources 14 spent on alien resettlement, transportation, or relo- 15 cation; and 16 (8) whether the aliens are being resettled, 17 transported, or relocated on a temporary or perma- 18 nent basis, disaggregated by— 19 (A) the numbers of single adults, members 20 of family units, and minors; 21 (B) age; 22 (C) sex; and 23 (D) country of origin. 24 Æ VerDate Sep 11 2014 02:37 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3659.IH H3659 kjohnson on DSK79L0C42PROD with BILLS
