SHORT TITLE. 1 This Act may be cited as the ‘‘Alyssa’s Legacy Youth 2 in Schools Safety Alert Act’’ or the ‘‘ALYSSA Act’’. 3 SEC. 2. REQUIRING SILENT ALARMS IN SCHOOLS. 4 (a) LOCAL EDUCATIONAL AGENCY PLANS.—Section 5 1112(c) of the Elementary and Secondary Education Act 6 of 1965 (20 U.S.C. 6312(c)) is amended by adding at the 7 end the following: 8 ‘‘(8) ensure that each school served by the local 9 educational agency is prepared to address a school 10 security emergency, including the use of panic 11 alarms which are not audible within the school build- 12 ing to adequately alert local law enforcement au- 13 thorities and emergency responders about a safety 14 issue at the school.’’. 15 (b) CONDITION OF RECEIPT OF FUNDS.—Subpart 2 16 of part F of title VIII of the Elementary and Secondary 17 Education Act of 1965 (20 U.S.C. 7901 et seq.) is amend- 18 ed by adding at the end the following: 19 ‘‘SEC. 8549D. SCHOOL SECURITY. 20 ‘‘(a) IN GENERAL.—As a condition of receipt of 21 funds under this Act, each local educational agency shall 22 ensure that each elementary school and secondary school 23 served by such local educational agency is equipped with 24 at least one panic alarm for use in a school security emer- 25 VerDate Sep 11 2014 04:51 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3661.IH H3661 kjohnson on DSK79L0C42PROD with BILLS 3 •HR 3661 IH gency (including a non-fire evacuation, lockdown, or active 1 shooter situation). 2 ‘‘(b) PANIC ALARM DEFINED.—For purposes of this 3 section and section 1112(c)(8), the term ‘panic alarm’ 4 means a silent security system signal generated by the 5 manual activation of a device intended to signal a life- 6 threatening or emergency situation requiring a response 7 from law enforcement.’’. 8 SEC. 3. FUNDING FOR SCHOOL RESOURCE OFFICERS. 9 Section 1101(a)(11) of the Omnibus Crime Control 10 and Safe Streets Act of 1968 (34 U.S.C. 10261(a)(11)) 11 is amended— 12 (1) in subparagraph (A), by striking 13 ‘‘$1,047,119,000 for each of fiscal years 2006 14 through 2009’’ and inserting ‘‘$1,097,119,000 for 15 each of fiscal years 2021 through 2030’’; and 16 (2) in subparagraph (B), by inserting after ‘‘of 17 the purposes of part Q’’ the following: ‘‘, and not 18 less than $50,000,000 shall be allocated for grants 19 pursuant to applications submitted by units of local 20 government or law enforcement agencies for the pur- 21 poses described in section 1701(b)(12)’’. 22 Æ VerDate Sep 11 2014 04:51 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3661.IH H3661 kjohnson on DSK79L0C42PROD with BILLS
