ADVERSE CHILDHOOD EXPERIENCES RESPONSE 1 TEAM GRANT PROGRAM. 2 Title I of the Omnibus Crime Control and Safe 3 Streets Act of 1968 (34 U.S.C. 10101 et seq.) is amended 4 by adding at the end the following: 5 ‘‘PART OO—ADVERSE CHILDHOOD EXPERIENCES 6 RESPONSE TEAM GRANT PROGRAM 7 ‘‘SEC. 3051. GRANTS FOR ADVERSE CHILDHOOD EXPERI- 8 ENCES RESPONSE TEAMS. 9 ‘‘(a) GRANTS AUTHORIZED.—From amounts made 10 available to carry out this section, the Attorney General, 11 in coordination with the Secretary of Health and Human 12 Services, shall make grants to States, units of local gov- 13 ernment, Indian Tribes, and neighborhood or community- 14 based organizations to address adverse childhood experi- 15 ences associated with exposure to trauma. 16 ‘‘(b) USE OF FUNDS.—Amounts received under a 17 grant under this section may be used to establish an ad- 18 verse childhood experiences response team, including by— 19 ‘‘(1) establishing protocols to follow when en- 20 countering a child or youth exposed to trauma to fa- 21 cilitate access to services; 22 ‘‘(2) developing referral partnership agreements 23 with behavioral health providers, substance treat- 24 ment facilities, and recovery services for family 25 members of children exposed to trauma; 26 VerDate Sep 11 2014 17:14 Jun 29, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3673.IH H3673 lotter on DSK11XQN23PROD with BILLS 3 •HR 3673 IH ‘‘(3) integrating law enforcement, mental 1 health, and crisis services to respond to situations 2 where children have been exposed to trauma; 3 ‘‘(4) implementing comprehensive programs and 4 practices to support children exposed to trauma; 5 ‘‘(5) identifying barriers for children to access 6 trauma-informed care in their communities; 7 ‘‘(6) providing training in trauma-informed care 8 to emergency response providers, victim service pro- 9 viders, child protective service professionals, edu- 10 cational institutions, and other community partners; 11 ‘‘(7) supporting cross-system planning and col- 12 laboration among officers and employees who work 13 in law enforcement, court systems, child welfare 14 services, correctional reentry programs, emergency 15 medical services, health care services, public health, 16 and substance abuse treatment and recovery sup- 17 port; and 18 ‘‘(8) providing technical assistance to commu- 19 nities, organizations, and public agencies on how to 20 prevent and mitigate the impact of exposure to trau- 21 ma and violence. 22 ‘‘(c) APPLICATION.—A State, unit of local govern- 23 ment, Indian Tribe, or neighborhood or community-based 24 organization desiring a grant under this section shall sub- 25 VerDate Sep 11 2014 17:14 Jun 29, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3673.IH H3673 lotter on DSK11XQN23PROD with BILLS 4 •HR 3673 IH mit to the Attorney General an application in such form, 1 and containing such information, as the Attorney General 2 may reasonably require. 3 ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—To 4 carry out this section, there is authorized to be appro- 5 priated $10,000,000 for each of the fiscal years 2022 6 through 2025.’’. 7 Æ VerDate Sep 11 2014 17:14 Jun 29, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3673.IH H3673 lotter on DSK11XQN23PROD with BILLS
