To require the Secretary of Transportation to finalize rules
to protect consumers from the risks of motor vehicle
rollaways and carbon monoxide poisoning from keyless
ignition motor vehicles, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Protecting Americans
4
from the Risks of Keyless Ignition Technology Act’’ or the
5
‘‘PARK IT Act’’.

SEC. 2. RULEMAKING TO INSTALL AUTOMATIC SHUTOFF
1
SYSTEMS
AND
ROLLAWAY
PREVENTION
2
TECHNOLOGY IN MOTOR VEHICLES.
3
(a) DEFINITIONS.—In this section, the following defi-
4
nitions apply:
5
(1) ELECTRIC
VEHICLE.—The term ‘‘electric
6
vehicle’’—
7
(A) means a vehicle that does not include
8
an engine and is powered solely by an external
9
source of electricity, solar power, or both; and
10
(B) does not include an electric hybrid ve-
11
hicle that uses a chemical fuel such as gasoline
12
or diesel fuel.
13
(2) KEY.—The term ‘‘key’’ has the meaning
14
given the term in section 571.114 of title 49, Code
15
of Federal Regulations (or successor regulations).
16
(3) MANUFACTURER.—The term ‘‘manufac-
17
turer’’ has the meaning given the term in section
18
30102(a) of title 49, United States Code.
19
(4) MOTOR VEHICLE.—
20
(A) IN GENERAL.—The term ‘‘motor vehi-
21
cle’’ has the meaning given the term in section
22
30102(a) of title 49, United States Code.
23
(B) EXCLUSIONS.—The term ‘‘motor vehi-
24
cle’’ does not include—

(i) a motorcycle or trailer (as those
1
terms are defined in section 571.3 of title
2
49, Code of Federal Regulations) (or suc-
3
cessor regulations);
4
(ii) any motor vehicle that is rated at
5
more than 10,000 pounds gross vehicular
6
weight; or
7
(iii) for purposes of subsection (b), a
8
battery electric vehicle.
9
(5) SECRETARY.—The term ‘‘Secretary’’ means
10
the Secretary of Transportation.
11
(b) AUTOMATIC SHUTOFF SYSTEMS FOR MOTOR VE-
12
HICLES.—
13
(1) FINAL RULE.—
14
(A) IN GENERAL.—Not later than 2 years
15
after the date of enactment of this Act, the Sec-
16
retary shall issue a final rule amending section
17
571.114 of title 49, Code of Federal Regula-
18
tions (relating to Federal Motor Vehicle Safety
19
Standard Number 114), to require manufactur-
20
ers to install in each motor vehicle equipped
21
with a keyless ignition device and an internal
22
combustion engine technology to automatically
23
shut off the motor vehicle after the motor vehi-

cle has idled for the period designated under

subparagraph (B).

(B) PERIOD DESCRIBED.—
3
(i) IN GENERAL.—The period referred
4
to in subparagraph (A) is the period des-
5
ignated by the Secretary as necessary to
6
prevent carbon monoxide poisoning.
7
(ii) DIFFERENT PERIODS.—The Sec-
8
retary may designate different periods
9
under clause (i) for different types of
10
motor vehicles, depending on the rate at
11
which the motor vehicle emits carbon mon-
12
oxide, if—
13
(I) the Secretary determines a
14
different period is necessary for a type
15
of motor vehicle for purposes of sec-
16
tion 30111 of title 49, United States
17
Code; and
18
(II) requiring a different period
19
for a type of motor vehicle is con-
20
sistent with the prevention of carbon
21
monoxide poisoning.
22
(2) DEADLINE.—The rule under paragraph (1)
23
shall become effective not later than 2 years after
24
the date on which the Secretary issues such rule.

(c) PREVENTING MOTOR VEHICLES FROM ROLLING

AWAY.—
2
(1) REQUIREMENT.—Not later than 2 years
3
after the date of enactment of this Act, the Sec-
4
retary shall issue a final rule amending part 571 of
5
title 49, Code of Federal Regulations, to require
6
manufacturers to install technology to prevent move-
7
ment of motor vehicles equipped with keyless igni-
8
tion devices and automatic transmissions if—
9
(A) the transmission of the motor vehicle
10
is not in the park setting;
11
(B) the motor vehicle does not exceed the
12
speed determined by the Secretary under para-
13
graph (2);
14
(C) the seat belt of the operator of the
15
motor vehicle is unbuckled;
16
(D) the service brake of the motor vehicle
17
is not engaged; and
18
(E) the door for the operator of the motor
19
vehicle is open.
20
(2) DETERMINATION.—The Secretary shall de-
21
termine the maximum speed at which a motor vehi-
22
cle may be safely locked in place under the condi-
23
tions described in subparagraphs (A), (C), (D), and
24
(E) of paragraph (1) to prevent vehicle rollaways.
