GRANTS FOR ADVERSE CHILDHOOD EXPERI- 3 ENCES RESPONSE TEAMS. 4 ‘‘(a) GRANTS AUTHORIZED.—From amounts made 5 available to carry out this section, the Attorney General, 6 in coordination with the Secretary of Health and Human 7 Services, shall make grants to States, units of local gov- 8 ernment, Indian Tribes, and neighborhood or community- 9 based organizations to address adverse childhood experi- 10 ences associated with exposure to trauma. 11 ‘‘(b) USE OF FUNDS.—Amounts received under a 12 grant under this section may be used to establish an ad- 13 verse childhood experiences response team, including by— 14 ‘‘(1) establishing protocols to follow when en- 15 countering a child or youth exposed to trauma to fa- 16 cilitate access to services; 17 ‘‘(2) developing referral partnership agreements 18 with behavioral health providers, substance treat- 19 ment facilities, and recovery services for family 20 members of children exposed to trauma; 21 ‘‘(3) integrating law enforcement, mental 22 health, and crisis services to respond to situations 23 where children have been exposed to trauma; 24 ‘‘(4) implementing comprehensive programs and 25 practices to support children exposed to trauma; 26 VerDate Sep 11 2014 06:58 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1948.IS S1948 pbinns on DSKJLVW7X2PROD with BILLS 3 •S 1948 IS ‘‘(5) identifying barriers for children to access 1 trauma-informed care in their communities; 2 ‘‘(6) providing training in trauma-informed care 3 to emergency response providers, victim service pro- 4 viders, child protective service professionals, edu- 5 cational institutions, and other community partners; 6 ‘‘(7) supporting cross-system planning and col- 7 laboration among officers and employees who work 8 in law enforcement, court systems, child welfare 9 services, correctional reentry programs, emergency 10 medical services, health care services, public health, 11 and substance abuse treatment and recovery sup- 12 port; and 13 ‘‘(8) providing technical assistance to commu- 14 nities, organizations, and public agencies on how to 15 prevent and mitigate the impact of exposure to trau- 16 ma and violence. 17 ‘‘(c) APPLICATION.—A State, unit of local govern- 18 ment, Indian Tribe, or neighborhood or community-based 19 organization desiring a grant under this section shall sub- 20 mit to the Attorney General an application in such form, 21 and containing such information, as the Attorney General 22 may reasonably require.’’. 23 (b) AUTHORIZATION OF APPROPRIATIONS.—Section 24 1001(a) of title I of the Omnibus Crime Control and Safe 25 VerDate Sep 11 2014 06:58 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1948.IS S1948 pbinns on DSKJLVW7X2PROD with BILLS 4 •S 1948 IS Streets Act of 1968 (34 U.S.C. 10261(a)) is amended by 1 adding at the end the following: 2 ‘‘(29) There are authorized to be appropriated to 3 carry out part PP $10,000,000 for each of fiscal years 4 2022 through 2025.’’. 5 Æ VerDate Sep 11 2014 06:58 Jun 26, 2021 Jkt 019200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\S1948.IS S1948 pbinns on DSKJLVW7X2PROD with BILLS
