To authorize funding for formula grants for rural areas, to amend title
49, United States Code, to increase the percentage of funds available
for grants and contracts for transportation research, technical assistance,
training, and related support services in rural areas, and for other
purposes.

A BILL
To authorize funding for formula grants for rural areas,
to amend title 49, United States Code, to increase the
percentage of funds available for grants and contracts
for transportation research, technical assistance, train-
ing, and related support services in rural areas, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Rural Transportation
4
Improvement Act’’.

SEC. 2. FORMULA GRANTS FOR RURAL AREAS.

(a) IN GENERAL.—There shall be available from the

Mass Transit Account of the Highway Trust Fund to pro-

vide financial assistance to rural areas under section
4
5311—
5
(1) $1,025,199,724 for fiscal year 2023;
6
(2) $1,041,192,839 for fiscal year 2024;
7
(3) $1,057,851,925 for fiscal year 2025; and
8
(4) $1,074,460,200 for fiscal year 2026.

(b) FORMULA GRANTS FOR RURAL AREAS.—Section
10
5311(b)(3)(B) of title 49, United States Code, is amended
11
by striking ‘‘2 percent’’ and inserting ‘‘3 percent’’.
