To amend title 23, United States Code, to encourage widespread and proper
use of child safety seats, and for other purposes.

Ms. TITUS (for herself, Mr. THOMPSON of Mississippi, Mr. SIRES, Ms. ROY-
BAL-ALLARD, and Ms. LEE of California) introduced the following bill;
which was referred to the Committee on Transportation and Infrastruc-
ture
A BILL
To amend title 23, United States Code, to encourage wide-
spread and proper use of child safety seats, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Enhancing Child Pas-
4
senger Safety in Underserved Communities Act’’.
5
SEC. 2. HIGHWAY SAFETY PROGRAMS.
6
Section 402(2)(A) of title 23, United States Code, is
7
amended—

(1) in clause (vii) by striking ‘‘and’’ at the end;
1
and
2
(2) by adding at the end the following:

‘‘(ix) to encourage widespread and
4
proper use of child safety seats (including
5
booster seats), with an emphasis on en-
6
couraging the use of such child safety seats
7
in underserved populations; and
8
‘‘(x) to increase public awareness of
9
the
dangers
of
pediatric
vehicular
10
hyperthermia;’’.

SEC. 3. NATIONAL SAFETY PRIORITY PROGRAMS.

Section 405(b)(4) of title 23, United States Code, is
13
amended—
14
(1) in subparagraph (A) by striking clause (v)
15
and inserting the following:
16
‘‘(v) carry out programs in low-income
17
and underserved populations to—
18
‘‘(I) recruit and train nationally
19
certified child passenger safety techni-
20
cians among first responders, includ-
21
ing law enforcement, fire, and emer-
22
gency medical personnel, organiza-
23
tions for children, and other individ-

uals serving low-income and under-

served populations;

‘‘(II) educate parents and care-
3
givers about the proper use and in-
4
stallation of child safety seats; and
5
‘‘(III) purchase and distribute
6
child safety seats to families in low-in-
7
come and underserved populations;
8
and’’; and
9
(2) in subparagraph (B)—
10
(A) by striking ‘‘100 percent’’ and insert-
11
ing ‘‘90 percent’’; and
12
(B) by striking the period at the end and
13
inserting ‘‘, except that 10 percent of such
14
funds shall be used to carry out a program de-
15
scribed in subparagraph (A)(v).’’.
