A BILL
To exempt transactions by certain victim compensation trusts
from the application of section 16 of the Securities Ex-
change Act of 1934, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. EXEMPTION OF TRANSACTIONS BY CERTAIN
3
VICTIM COMPENSATION TRUSTS.

Transactions by a court-approved victim compensa-
5
tion trust established for the benefit of more than 50,000
6
persons and entities impacted by one or more natural dis-
7
asters, however caused, including one or more major disas-
8
ters declared by the President under section 401 of the
